Details

The Consultant will provide technical advisory support to the Central Bank of Somalia (CBS) to strengthen the Anti-Money Laundering / Combating of the Financing of Terrorism (AML/CFT) regulatory and supervisory framework in line with Financial Action Task Force (FATF) Recommendations and Middle East and North Africa Financial Action Task Force (MENAFATF) requirements. The assignment will include reviewing and updating Anti-Money Laundering / Combating of the Financing of Terrorism (AML/CFT) regulations, supervisory manuals, and risk-based supervision tools for financial institutions; supporting the implementation of recommendations arising from independent Anti-Money Laundering / Combating of the Financing of Terrorism (AML/CFT) assessments of commercial banks; addressing Technical Compliance and Effectiveness gaps identified through the Middle East and North Africa Financial Action Task Force (MENAFATF) mutual evaluation process; developing implementation roadmaps, regulatory reforms, and evidence packages; serving as the lead technical advisor during Middle East and North Africa Financial Action Task Force (MENAFATF) engagements and visits; and delivering capacity building, knowledge transfer, training, and mentoring to enhance Central Bank of Somalia (CBS’s) institutional capability in Anti-Money Laundering / Combating of the Financing of Terrorism (AML/CFT) supervision and compliance.
