Formålet med anskaffelsen er å inngå en rammeavtale med en leverandør som skal bistå departementsfellesskapet med tjenester innen visuell kommunikasjon og hele prosesser fra konseptutvikling til gjennomføring av større oppdrag. Avtalen skal dekke Oppdragsgiver sine behov for tjenester som omfatter blant annet informasjon og informasjonskampanjer til allmennheten. Behovet for tjenester som skal dekkes av rammeavtalen vil være av varierende omfang, kompleksitet og varighet, og kan omfatte både rådgivning, konseptutvikling, design, produksjon, publisering, drift og evaluering. Valgte leverandør skal ha kompetanse og tilstrekkelig kapasitet til å levere tjenester innen alle tjenesteområdene som er beskrevet i bilag 1 til avtalen. Valgte leverandør skal kunne håndtere oppdrag innen visuell kommunikasjon og større konsepter til flere virksomheter samtidig, det vil si å kunne levere tjenester til flere virksomheter i departementsfellesskapet på samme tidspunkt.
