Expression of Interest - Chemical Supply for Coal Processing and Biodiesel Production

The Bloomfield Group (TBG) invites Expressions of Interest (EOI) from suitably qualified suppliers for the supply of process chemicals to its Hunter Valley coal mining operations and biodiesel production facility.

This EOI seeks to identify suppliers with the relevant products, technical expertise and supply capability to meet TBG’s requirements. Respondents may nominate one or more chemical categories and are not required to supply all chemicals listed.

This EOI forms the first stage of a two-stage procurement process to identify prospective tenderers for potential invitation to a subsequent private Request for Tender (RFT). Invitations to participate in the RFT may be restricted to respondents who submit a response to this EOI.

Pricing is not required at this stage. Detailed technical specifications, commercial conditions, volume requirements, delivery arrangements and pricing schedules, as applicable, will be provided during the RFT stage.

The issue of this EOI does not commit or otherwise oblige TBG to proceed with an RFT, invite any respondent to participate in an RFT, enter into an agreement, or acquire any goods or services.

COAL PROCESSING CHEMICAL REQUIREMENTS

TBG operates three (3) coal handling and preparation plants (CHPPs) in the Hunter Valley, NSW, requiring process chemicals for coal preparation, flotation and water treatment.

The sites covered by this EOI are:

• Rix’s Creek South - Rix’s Creek Lane, Singleton NSW 2330

• Rix’s Creek North - 653 Bridgman Road, Singleton NSW 2323

• Bloomfield - Four Mile Creek Road, Ashtonfield NSW 2323

The chemicals required are:

• Flocculant

• Coagulant

• Flotation Reagents (Frothers and Collectors)

• Antiscalant

BIODIESEL PRODUCTION CHEMICAL REQUIREMENTS

The scope of this EOI also includes process chemicals required for biodiesel production at the Biodiesel Industries Australia (BIA) manufacturing facility.

The site covered by this EOI is:

• Biodiesel Industries Australia - 62 Racecourse Road, Rutherford NSW 2320

The chemicals required are:

• Methanol

• Sodium Methylate

• Acetic Acid

• Biocide (suitable for use with biodiesel)

• Antioxidants (such as Tertiary Butylhydroquinone) suitable for use with biodiesel

Questions asked by the buyer:

Provide a brief overview of your organisation and relevant experience supplying process chemicals to comparable operations.

Identify the specific chemicals and categories your organisation can supply.

Outline your technical expertise, product support, application knowledge and ability to assist with process optimisation, where applicable.

Please outline your organisation’s capability to supply, install and service equipment that complements the supply of process chemicals, including batching, dosing and control systems.

Briefly describe your supply arrangements, including manufacturing or sourcing capability, inventory management and measures to maintain continuity of supply.

Describe your distribution network, transport arrangements and ability to service the relevant Hunter Valley mine sites and/or BIA.

Outline your quality assurance systems, safety management practices, relevant regulatory compliance arrangements and identify any applicable certifications.

Describe relevant environmental management practices and any product or supply-chain initiatives that may provide operational or environmental benefits.
