McAlester Army Ammunition Plant is posting this soliciation to establish multiple blanket purchase agreements (BPAs) for material handling equipment rentals (MHE).  Please see solicitation document for the types of MHE the base is looking to have on the BPAs. If you have any questions please contact Angela Rouse at [contact details removed] Blanket purchase agreements are not a contract they are an agreement with the government for a supply or service.  There is no money on a BPA.  Once the BPAs are established an RFQ will go out to ONLY the BPA holders for the specific piece of equipment that is needed at that time.  When quotes are received from the RFQ then a call order will be issued.  The call order will have the funding on it.
