1. Background
The Republic of Botswana has received financing from the World Bank toward the cost of implementing the Health Emergency Preparedness, Response and Resilience Project (HEPRRP) under the Multi-Phase Programmatic Approach (MPA) and intends to apply part of the proceeds towards the procurement of consulting services.
The Botswana Medicines Regulatory Authority (BoMRA), as the implementing agency, intends to engage a qualified consulting firm to prepare an Environmental and Social Management Plan (ESMP) for the proposed National Drug Quality Control Laboratory (NDQCL).
2. Objective of the Assignment
The objective of the assignment is to prepare a site-specific, practical, and implementable Environmental and Social Management Plan (ESMP) for the construction and operational phases of the National Drug Quality Control Laboratory (NDQCL), in accordance with the World Bank Environmental and Social Framework (ESF) and applicable Environmental and Social Standards (ESSs).
3. Scope of the Services
The consulting services shall include, but not be limited to, the following: Conduct environmental and social baseline assessments. Identify and assess potential environmental and social risks and impacts associated with the proposed laboratory during construction and operation. Develop appropriate environmental and social mitigation and monitoring measures. Undertake stakeholder engagement and consultations with relevant stakeholders. Recommend institutional arrangements and capacity-building measures for effective ESMP implementation. Prepare a comprehensive Environmental and Social Management Plan (ESMP) that complies with the World Bank Environmental and Social Framework (ESF), applicable Environmental and Social Standards (ESSs), and relevant national environmental legislation.
The assignment is expected to be completed within four (4) to five (5) months from the date of contract signing.
4. Eligibility and Shortlisting Criteria
The Botswana Medicines Regulatory Authority (BoMRA) now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services.
Interested Consultants should provide information demonstrating that they possess the required qualifications and relevant experience to perform the assignment. The shortlisting criteria are as follows: 4.1 Firm Experience
The Consultant should demonstrate:
A minimum of ten (10) years' experience in environmental and/or social assessment, planning and management, particularly for infrastructure and construction-related projects. Demonstrated experience in undertaking Environmental and Social Impact Assessments (ESIAs) and preparing associated environmental and social instruments, including Environmental and Social Management Plans (ESMPs), Resettlement Action Plans (RAPs), Stakeholder Engagement Plans (SEPs), or similar instruments. Proven experience in conducting environmental and social assessments for national governments and/or development partner-funded projects, including familiarity with the World Bank Environmental and Social Framework (ESF). Experience in climate change adaptation, disaster risk management and resilience planning. Experience in laboratory facilities, healthcare infrastructure, pharmaceutical facilities, or projects involving chemical and biological hazards within Botswana, or the Southern African region will be an added advantage.
Key Experts will not be evaluated at the shortlisting stage.
5. Conflict of Interest
The attention of interested Consultants is drawn to Paragraph 1.9 of the World Bank Procurement Regulations for IPF Borrowers (September 2025 edition) setting forth the World Bank's policy on conflict of interest.
6. Association with Other Firms
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
7. Selection Method
The Consultant will be selected in accordance with the Consultant Qualifications Selection (CQS) method set out in the World Bank Procurement Regulations for IPF Borrowers.
