Procurement Package: Provide Geospatial Information System (GIS) Platform to Support Project
Management For the Karakalpakstan and Khorezm local roads project. The Republic of Uzbekistan has received financing from the Asian Infrastructure Investment Bank (AIIB) toward the cost of the Karakalpakstan and Khorezm Local Roads Reconstruction Project and intends to apply part of the proceeds to consulting services for the development and implementation of a Geographic Information System (GIS) Platform. The procurement of these consulting services will be conducted in accordance with the AIIB Procurement Policy and Instructions for Recipients , using the Quality- and Cost-Based Selection (QCBS) method. In accordance with the AIIB Procurement Policy, Avtoyulinvest Agency under the Committee for Roads of the Republic of Uzbekistan (the "Client") is conducting an Early Market Engagement (EME) to engage with potential consulting firms and obtain market feedback prior to launching the procurement process. The feedback received will help inform the final procurement approach, including the
Terms of Reference, commercial arrangements and other aspects of the procurement
documentation, prior to commencement of the formal procurement process. In this regard, the Client plans to hold a Market Engagement Workshop, to be held in a
hybrid format on:

The objectives of the EME are to: • Inform the consulting market about the upcoming procurement and the proposed procurement approach; • Present the preliminary scope of services, thematic modules and expected project outputs; • Understand market capacity, available technologies and implementation approaches; • Receive feedback on the draft Terms of Reference (ToR) before it is finalized; • Assess the feasibility of the proposed scope, thematic modules and implementation approach within the available budget, and identify opportunities to improve value for money; • Obtain comments on the proposed implementation schedule, staffing requirements, qualification criteria and commercial arrangements; • Understand supplier appetite to participate in the procurement and identify any …
