Early Market Engagement Notice: P000811-M37 Corridor Improvement Project, Phase 1

Early Market Engagement M37 Corridor Improvement Project—km 207–276 and Bukhara Bypass Project and proposed opportunities The Government of the Republic of Uzbekistan is preparing the reconstruction of the M37 Samarkand–Bukhara–Turkmenbashi road between km 207 and km 276, together with a 4.5 km Bukhara bypass, for proposed financing by the Asian Infrastructure Investment Bank (AIIB). The Project will be implemented by the “Avtoyulinvest” Agency under the Committee for Roads under the Ministry of Transport of the Republic of Uzbekistan. The Project covers a total road length of approximately 73.5 km and includes reconstruction and upgrading with cement-concrete pavement. The proposed procurement comprises:

• Civil Works—Lot 1: reconstruction of the M37 between km 207 and km 249,

covering approximately 42 km;

• Civil Works—Lot 2: reconstruction of the M37 between km 249 and km 276,

together with the 4.5 km Bukhara bypass, covering approximately 31.5 km;

• Construction Supervision and Project Management Consulting Services:

independent supervision and contract administration across both Civil Works lots, including quality control, progress monitoring, certification of works and project management support; and

• Technical Audit Consulting Services: independent technical audits at key stages of

implementation, covering the Civil Works and associated supervision services. Bidders are expected to be permitted to bid for one or both Civil Works lots, with contracts potentially awarded separately or in combination. The anticipated construction period is approximately three years, followed by a two-year Defects Notification Period. What the EME will explore The EME will focus on the following areas. Civil Works

• market appetite for the proposed opportunity;
• the suitability of the proposed two-lot structure and arrangements for bidding for and

awarding one or both lots;

• qualification and evaluation criteria;
• constructability, deliverability, implementation schedule and mobilization;
• sourcing, supply-chain and cross-border logistics constraints;
• opportunities for innovation or alternative delivery approaches; and
• other measures that could encourage participation by capable contractors.
