Early Appraisal of Programme for Anti-Corruption and Domestic Resource Mobilisation (2027-2031)

Description A new phase of Denmark’s Programme for Anti-Corruption (AC) and Domestic Resource Mobilisation (DRM) for the period 2027-2031 is currently in preparation. The overall aim of the programme is to support developing countries in financing sustainable development and improving accountability by promoting fair and progressive taxes, debt sustainability, financial stability and access to affordable financing, while also combatting corruption, illicit financial flows, money laundering, and tax evasion and avoidance.

The programme will have a global scope, but will also seek to prioritise efforts directed towards sub-Saharan Africa. It is expected to include six projects and will adopt a holistic, multistakeholder approach seeking to strengthen capacity at national, regional and global level by a combination of support to normative aspects, support to governments to develop and enforce policies, and to accountability stakeholders (incl. civil society, media, oversight institutions). Support will primarily be channeled through multilateral and international organisations in multi-donor arrangements and, where feasible, in the form of non-earmarked funding. The objective of the assignment is to provide strategic and technical quality assurance of the proposed programme and its supporting documentation.

Timing and approach: The assignment is expected to commence by mid-November 2026 and to be completed by end of January. It will be conducted based on a combination of document review and consultations with relevant partners and stakeholders. A mission to Kenya and Tanzania is expected to take place in December (week 50).

Qualifications of consultants: The assignment will be performed by two consultants with expertise in the areas of development finance, domestic revenue mobilisation, transparency and accountability in public finance. The consultants should have experience in conducting programme reviews and/or evaluations and one of the consultants should have in depth experience from East Africa.

Budget: The assignment is estimated to consist of maximum of 42 working days divided between the two consultants. The total budget for the assignment incl. fees and reimbursable expenses net of VAT is a maximum of DKK 450.000.
