Ejendomsstyrelsen ønsker at etablere et dynamisk indkøbssystem vedrørende indkøb indenfor etablissementsdrift samt kantine- og rengøringsområdet. Baggrunden for at etablere Det dynamiske indkøbssystem er, at Ejendomsstyrelsen løbende har behov for at indkøbe diverse varer og tjenesteydelser indenfor etablissementsdrift samt kantine- og rengøringsområdet, som ikke allerede er aftaledækket, herunder af statslige forpligtende aftaler. Formålet med etableringen af Det dynamiske indkøbssystem er således at sikre, at Ejendomsstyrelsen kan afløfte udbudspligten for ovenstående indkøb. Derudover er det hensigten at sikre et kommercielt attraktivt system, der vil sikre en god konkurrence om de udbudte aftaler. Det dynamiske indkøbssystem vil som det klare udgangspunkt alene blive anvendt til at gennemføre indkøb, såfremt Ejendomsstyrelsen ikke har mulighed for at indkøbe en ydelse gennem allerede eksisterende aftaler.

Indkøbssystemet opdeles i 10 kategorier og beskrives i udbudsbekendtgørelsen.
