The Dubai Research, Development and Innovation (RDI) Grant Initiative is preparing its Third Funding Round to support ambitious fundamental and applied research in Cognitive Cities, Health and Life Sciences, and Environmental Sciences. Eligible Dubai-based Principal Investigators who have not previously received funding as a PI through the initiative may seek AED 500,000 to AED 1.5 million for projects lasting up to three years, with at least 60% of grant funding required to be spent in Dubai.

Dubai RDI Grant Initiative: Overview

The Dubai Research, Development and Innovation Grant Initiative supports research projects designed to strengthen Dubai’s research capacity, innovation ecosystem, knowledge economy and long-term economic and societal development. The Third Funding Round places particular emphasis on original, frontier and strategically relevant research rather than incremental extensions of existing projects.

The initiative aims to:

Establish Dubai as a global research, development and innovation hub. Strengthen fundamental and applied research capabilities. Increase private-sector participation and investment in R&D. Encourage innovation-driven startups and advanced technology exports. Strengthen laboratories, research teams and research infrastructure. Encourage collaboration between academia, government and industry. Create credible pathways from research to policy, implementation or commercialisation. Increase the contribution of R&D and innovation to Dubai’s economy. What Are the Priority Research Areas? The Third Funding Round focuses on three strategic research areas. Cognitive Cities This area focuses on research that can improve how cities, urban systems and communities operate through advanced knowledge, technologies and innovative approaches. Potential projects may address Dubai’s distinctive urban, economic and geographic environment and develop solutions with applications in smart and intelligent urban systems. Health and Life Sciences Research may address challenges and opportunities in health, medicine and life sciences, particularly projects capable of strengthening research capacity or generating meaningful societal and economic benefits. Environmental Sciences This priority area supports research related to environmental challenges, sustainability and the development of solutions relevant to Dubai’s environmental context. Projects should demonstrate how research can contribute to long-term environmental, economic or societal value. How Much Funding Is Available? Successful projects may receive between AED 500,000 and AED 1,500,000. However, the annual project budget cannot exceed AED 500,000. Projects can run for a maximum of three years and are divided into two phases:

Phase One – Year 1: Research validation, proof of concept and detailed planning.

Phase Two – Years 2 and 3: Research advancement, implementation and further validation. Progression from Phase One to Phase Two is not automatic. Projects must demonstrate sufficient progress and value before continuing into the second phase. At least 60% of the awarded grant must be utilised within Dubai. What Types of Research Are Supported? The initiative supports both fundamental research and applied research. Fundamental research proposals should clearly explain: The research problem or knowledge gap. Why the research is important. The potential contribution to the relevant field. Why the proposed work is strategically relevant to Dubai. Applied research proposals should additionally demonstrate a credible pathway toward: Practical application. Adoption or uptake. Pilot implementation. Policy relevance. Commercialisation, where appropriate. Societal or economic impact. The strongest proposals are expected to go beyond simply producing academic publications. What Makes a Strong Dubai RDI Proposal? The Third Funding Round places greater emphasis on distinctive and ambitious research ideas. A strong proposal should begin with a clearly defined challenge or opportunity and then demonstrate why the proposed research provides an important response. Projects should ideally show potential to: Create a significant improvement in research capability. Establish a new research or innovation pathway. Address a strategically important Dubai challenge. Transform how a sector or system operates. Develop new technologies, methods or knowledge. Produce measurable economic or societal value. Strengthen Dubai’s research ecosystem. Create opportunities for future implementation or commercialisation. Projects that simply extend existing research without introducing a meaningful new direction may be less competitive. Role of Artificial Intelligence and Advanced Technologies Artificial intelligence and other advanced technologies are eligible when they provide genuine value to the proposed research. Applicants should not include AI merely because it is a current technology priority. Where AI or another advanced technology is proposed, applicants should explain: Why the technology is necessary. How it improves the research methodology. How it strengthens the proposed solution. What additional impact it could generate. Why the technology is appropriate for the research challenge. The technology should therefore be clearly connected to the project’s research question and expected outcomes. Who Is Eligible? The grant is primarily intended for Principal Investigators based at Dubai-based higher education or research institutions. Successful progression into Years 2 and 3 will depend on the project’s performance during Phase One.

Phase Two focuses on:

Research advancement. Implementation. Further validation. Development of practical outcomes. Common Mistakes to Avoid Applicants should avoid several common weaknesses when developing their proposals.
