The objective of the Project is to improve the delivery of digitally-enabled public services and to enhance the digital skills of the population. The Project development objective is to expand access to and usage of selected digital public services and enhance digital skills of the population. The project consists of two main components designed to leverage digital technologies for both social objectives (i.e., inclusive access to public services) and economic objectives (job creation and economic growth), as follows: Component 1. Strengthening Foundations for Safe Digital Government Systems and Services. Component 2. Enhancing Digital Skills. To support the implementation of the planned activities the PIC EOP intends to hire Devops Engineer Expert The objective of this assignment is to ensure the reliable, secure, scalable, and efficient operation of the OJSC’s server and DevOps infrastructure by embedding modern DevOps practices and leading a structured, assessment-led modernisation of the infrastructure that supports public service delivery. Master’s degree or relevant certifications (e.g. CKA/CKAD, cloud or security) an asset. Minimum three (3) years in DevOps engineering or systems administration; five (5) + years and senior-level experience is desirable. Proven operation/maintenance of production environments at scale, including high availability, backup/recovery, and capacity management.

Strong hands-on Linux administration: configuration, hardening, performance tuning, troubleshooting.

Demonstrated experience designing, building, and operating containerized workloads with Docker, including image standardization. Working knowledge of container orchestration concepts required; hands-on production experience with Kubernetes (deployment, scaling, cluster operations) is an advantage and may be strengthened during the assignment’s assessment phase. Demonstrated experience designing and maintaining CI/CD pipelines with automated build, test, deployment, and rollback. Working knowledge of modern infrastructure-automation and infrastructure-as-code tooling for version-controlled provisioning. Experience implementing and operating monitoring, alerting, and centralized logging/observability platforms.

Sound networking knowledge: configuration, segmentation, DNS/domain administration, and TLS/SSL certificate management.

Solid grasp of information-security principles: access management, hardening, patching, secrets management, and compliance. Working knowledge of cloud and/or virtualized infrastructure; able to operate hybrid or on-premises environments. Ability to produce high-quality technical documentation, assessments, plans, and reports for technical and management audiences. Experience operating government or large-enterprise digital systems is desirable. Experience on donor-funded projects (World Bank, ADB, UNDP, EU) desirable; Central Asia or comparable context an asset. Professional working Russian required; working English required for documentation/reporting; Tajik an asset.
