Assignment Title: Consultancy Service for conducting Public Awareness Campaigns
Reference No . (as per Procurement Plan): TDFP-CS-CQS-2 The Republic of Tajikistan has received financing from the World Bank toward the cost of the "Tajikistan Digital Foundations Project" and intends to apply part of the proceeds for consulting services for conducting Public Awareness Campaigns. The consulting services (“the Services”) include Consultancy Service for conducting Public Awareness Campaigns. The detailed Terms of Reference (TOR) for the assignment can be found at the following link: https://docs.google.com/document/d/10lCz7x4WfBevzvReKdsWiAc9MXSIhyKa/edit?usp=sharing&ouid=115133111040801685890&rtpof=true&sd=true The State Institution "Projects Implementation Center for Tajikistan Digital Foundations" of the Executive Office of the President of the Republic of Tajikistan now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Develop a comprehensive Public Awareness Strategy and Communication Plan, covering target audience profiles; key messages per audience; preferred outreach channels (TV, radio, newspapers, posters, public events, direct mail, workshops, advocacy events, etc.); geographic coverage; and thematic phasing across the project implementation. Develop a Digital Media Strategy specifying active use of the most widely used digital communication channels in Tajikistan (including messaging applications, social media platforms, and targeted online advertising). Prepare a Gender and Social Inclusion Plan specifying how at least 50% female participation and at least 60% of events in district centers and rural areas (jamoats) will be achieved. Conduct baseline and final awareness survey to measure impact of the public awareness activities amongst population on the use of digitally enabled public services and digital skills training program opportunities. Prepare all communication and outreach materials in Tajik and Russian languages, with technical inputs available in English.
The total duration of the assignment will be 36 months.
The shortlisting criteria are:
At least 5 years of experience in designing and implementing public awareness and media campaigns, including social mobilization activities. Proven track record in implementing at least 2 similar assignments financed by the World Bank, ADB, EBRD, or other international organizations. Demonstrated experience working with gender-sensitive campaigns targeting women, youth, and rural communities. Experience in digital and social media campaign management, including messaging applications and online advertising platforms.
Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a Joint Venture and/or a Sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations.
