Details
Tanzania's National Energy Compact identifies a USD 1.2 billion transmission financing need, with a USD 584 million target for private-capital mobilization, and commits Government to launching a pilot Independent Power Transmission (IPT) project by 2027 and adopting a scaling framework by 2028. The Tanzania–Zambia (TAZA) interconnector, commissioning in 2027, is a proximate reference point for the institutional and regulatory readiness this timeline requires. An assessment of the enabling policy, regulatory and legal conditions for transmission PPPs in Tanzania1, together with subsequent engagements between the World Bank Group team and Government of Tanzania stakeholders has identified the case for developing, in parallel, a dedicated regulation and an implementable framework to enable and structure private-sector participation in transmission. The objective of the assignment is to develop, in two parallel work streams, (i) a dedicated regulation and (ii) an implementable framework, for private-sector investment and participation in Tanzania's electricity segment (IPT), providing certainty and predictability to prospective investors on the structure and procedure for recovery of investments, while maintaining the financial soundness of the transmission segment and TANESCO's role as system operator. To achieve this objective, there is a need to: i. Develop a regulatory, technical, operational, economic and financial framework enabling private-sector investment in transmission, cognizant of TANESCO's functions as system operator and its ability to continue operating as a viable commercial and financial utility. ii. Liaise with, and complement, IFC's ongoing work on transmission project screening, prioritization, and cost-benefit analysis, and advise on how a prioritization process for future project screening can best be built into the framework and where appropriate, the dedication regulation or the Power System Masterplan (PSMP) process (to be confirmed at inception, depending on where it best fits), so that priority projects are identified, screened, and approved on a consistent basis. iii. Propose targeted capacity-support measures for the relevant Government agencies (MoE, TANESCO, EWURA, PPP Centre) to operationalize the framework, building on the capacity gaps already identified in the initial assessment. iv. Validate the framework with Government stakeholders through a dedicated workshop, and secure Government approval of the framework. v. Prepare standard documents and templates for IPT projects, aligned with the validated framework and capable of being adjusted on a project-by-project basis. vi. Once the framework is approved, finalize the dedicated regulation that codifies it into a legal instrument, supporting EWURA's own public stakeholder engagement process, in a form ready for EWURA Board approval, Attorney General vetting, and gazettement. This EOI invites experienced consultants interested in the assignment to provide us with proof of their credentials. Please limit the EOI to 10 pages.
