Assignment Title: APEX GREEN CITIES – ADAPTATION ENGINE FLOODING METHODOLOGY PEER REVIEW

Assignment Countries:

- Not Country Related ASSIGNMENT DESCRIPTION IFC,a member of the World Bank Group, is the largest global development institution focused on the private sector in emerging markets. Working with 2,000 businesses worldwide, we use our six decades of experience to create opportunity where it’s needed most. IFC is uniquely well positioned to create and grow new markets for climate business. Backed by a World Bank Group commitment to increase climate-related investments and mobilize private sector capital, IFC's Climate Business creates markets by investing directly in climate-smart sectors, developing new de-risking and aggregation mechanisms, and engaging public and private sector stakeholders through international forums and working groups. IFC has created a climate-smart cities platform called APEX Green Cities , centered around the APEX Online App. This platform helps cities make decisions about the future of their energy, transport, water, and waste systems through an extensive array of policy and investment options. The APEX Online App is used to quickly assess the resource requirements, greenhouse gas (GHG) emissions impacts, costs, and payback periods of policies, investments, and planning measures. The APEX Green Cities program aims to increase the pipeline of public and private climate-related investment influenced by city-level policies and investment plans. IFC is in the process of developing an Adaptation Engine to be added to the APEX software in the future. The beta version of the APEX Adaptation Engine focuses on climate-related natural hazards faced by cities, as well as measures cities can take to mitigate the irrisk and become more resilient to the effects of climate change. Several action options in the existing APEX Online App have adaptation co-benefits, such as cool roofs and urban forestry that reduce urban heat island effects. The APEX Adaptation Engine was created to specifically highlight and quantify ways cities can adapt and become more resilient to common climate risks, such as flooding and heat. The key indicators in the APEX Adaptation Engine are expected damage cost and affected population. These indicators are estimated for the current year (base case) and then recalculated with future conditions modeled to estimate impacts if no action is taken to reduce risks (business-as-usual case). The adaptation options, including policies, planning, and investment actions (called “measures”) are then modeled to determine their effectiveness on reducing costs and population impact. The flooding module of the APEX Adaptation Engine includes fluvial, pluvial, and coastal flood risk. The goal of the APEX Adaptation Engine is to provide a high-level understanding of the risks that cities face at a global scale. Accordingly, the methodology used for flood assessment seeks to strike a balance between purely qualitative methods and detailed modeling. A combination of global and local data sources is used to contextualize each city and the risks that they face from flooding. The current APEX Online App is used exclusively during direct engagements with World Bank Group city clients. An APEX assessment determines the future GHG and resource impacts of the city’s current investment pipeline, as well as identify other investment, policy, and planning opportunities in the city. The APEX development process includes workshops with city officials and stakeholders, data gathering, research, analysis using the APEX software, peer review, and preparation of the final reports. IFC’s APEX software and example case studies can be explored at www.apexcities.com . IFC is seeking the services of a specialist consultant or consulting practice (“the Specialist”) to provide methodological peer review services to support the improvement of the APEX Adaptation Engine. The Specialist will focus on methodologies relevant to the flooding module(pluvial, fluvial, and coastal flooding). The objective of the assignment is for the Specialist to provide:

  • P Peer review of the current flooding module methodology used by the APEX Adaptation Engine. The review will be of the written methodology report only (approximately 40 pages including figures and tables);t he reviewer will not have access to the underlying calculation engine or code.
  • r Recommendations for updated and/or improved methodological approaches and data sources.
