KS skal gjennomføre et FoU-prosjekt for å utrede hvilke konsekvenser det europeiske helsedataområdet (EHDS) vil ha for kommunesektoren i Norge. Regler og krav fra EHDS skal være utformet til 2027 og vil tre i kraft i 2029 og videre stille krav til innføring og tilpassing. Det er forventet at EHDS vil stille omfattende krav til både kommuner og leverandører av helsesystemer.

FoU-prosjektet skal gi et kunnskapsgrunnlag med tilhørende anbefalinger som gjør det mulig for KS og medlemmene, å forberede seg på de organisatoriske, teknologiske, økonomiske og juridiske endringene som følger av regelverket.

Videre, skal FoU-prosjektet utarbeide underlag som bidrar til at kommunal sektor kan forberede seg på, og definere forutsetning og rammer for, både nasjonale og europeiske prosesser, samt sikre at innbyggernes rettigheter ivaretas i tråd med EU krav innenfor e-helseområdet.

Prosjektet er tidskritisk, da mange kommuner står midt i utskifting av journalsystemer i perioden 2025–2027, parallelt med at EHDS skal implementeres. FoU-prosjektet skal derfor gi nødvendig innsikt og anbefalinger i tide til at kommunene kan gjøre nødvendige tilpasninger og søke finansiering for forberedelsene.
