Argentina, through the Ministry of Economy's Energy Secretariat, has financing from the Inter-American Development Bank (IDB) for the program "Support for the Transition to a Sustainable Electricity Sector in Argentina". This call invites eligible consulting firms to submit their expressions of interest.

Scope of the consultancy Main objective: To design, implement and analyze a national survey in urban areas to generate statistical information on energy use and consumption patterns in Argentine households.

Coverage and sample: Urban localities with 5,000 or more inhabitants, with an estimated probabilistic sample of between 25,000 and 30,000 households with national, regional, provincial and bioenvironmental zone representation.

Key components: Methodological design, digitized questionnaire, pilot test, national field operation, data processing, reporting and delivery of anonymized microdata databases.

Budget and deadline: Estimated budget of USD 1,000,000 with an execution period of 10 months.

Qualification and Experience Requirements Firm Experience: At least two (2) contracts in the design and implementation of large-scale national probabilistic surveys and a minimum of five (5) years of experience in household surveys or similar social studies.

Additional assessment: Previous experience in the energy sector, socioeconomic studies of consumption, field operations in Argentina and projects financed by multilateral organizations will be valued.

Work team: Presentation of an indicative list of key profiles (Project leader, methodological specialist, sampler, programmer, energy specialist, among others) with an exclusively referential nature.

Selection and conditions Regulatory framework and method: The process is governed by the Quality and Cost-Based Selection (SBCC) method in accordance with the IDB Consulting Policies (GN-2350-15), to form a short list of between 5 and 8 eligible firms.

Partnerships and delivery: Joint Venture or incorporation of sub-consultants is permitted. Expressions of interest can be submitted in physical form or by email. No technical, economic proposal or financial statements are required at this initial stage.
