The Inter-American Development Bank (IDB), in coordination with the Project Execution Unit of the Ministry of Public Works and Communications (UEP-MOPC) of Paraguay, invites consulting firms to submit proposals for the design and implementation of a capacity development program executed over a period of 12 months. The project seeks to strengthen the economic sustainability of at least 125 women in vulnerable situations in the Tacumbú neighborhood within the framework of the resettlement process.
1. Technical scope and lines of action
Profiling and targeting: Characterize the socioeconomic context and identify a minimum of 125 prioritized beneficiaries (heads of household, older adults, among others), integrating a cross-cutting gender approach.
Employment axis: Training in trades linked to the care economy and the opportunities generated by the construction of the new neighborhood, along with the development of digital and soft skills for labor insertion.
Entrepreneurship axis: Training in the development of business plans, financial education, marketing, sales and digital tools to promote the generation of autonomous and sustainable income.
Incentives and territorial adaptability: Implementation of support strategies that facilitate active participation (such as care spaces for dependents) and adjustment of the operational schedule based on the territory's flood prediction variables.
2. Strategic articulation and management of the program
Public-private partnerships: Mapping and connecting with financial institutions, companies, cooperatives, and ministries to facilitate financial inclusion, labor intermediation, access to social protection services, and violence prevention.
Monitoring and transfer: Development of agile monitoring tools to measure the progress of the participants and methodological transfer to the responsible institutions to guarantee long-term sustainability.
3. Expected deliverables
Output 1 — Work plan: Detailed methodology, breakdown of activities and physical-financial schedule of the consultancy.
Output 2 — Diagnosis and characterization: Analysis of secondary data, segmentation of the target population and targeting criteria.
Output 3 — Program design: Consolidated methodological proposal for training, alliance strategy and monitoring system.
Output 4 — Implementation report (50% progress): Delivery of at least five (5) monthly follow-up reports that accredit the execution of training, accompaniment and milestones achieved.
Output 5 — Consolidated final report: Comprehensive evaluation of program results and impacts, sustainability strategy, and executive presentation of lessons learned.
