Design and implementation of a course for professionals in the elderly care network – Paraná Friend of the Elderly Program

The Inter-American Development Bank (IDB), in coordination with the Secretariat for Women, Racial Equality and Older Persons (SEMIPI) of the State of Paraná, invites consulting companies to submit proposals for the planning, development and execution of a training program (online or hybrid) aimed at professionals in the public network of care for the elderly in the state.

1. Objectives and technical scope

Professional training: Develop and implement a training course aimed at technicians, municipal managers and SUS and SUAS workers who work in direct care of the elderly population in Paraná.

Pedagogical focus: Strengthen skills aimed at humanized care, long-term care management and strategies for addiction prevention, in line with the guidelines of the Paraná Friend of the Elderly Program.

Integral learning cycle: Cover all phases of training, ranging from the diagnosis of needs and curriculum design to the provision of a virtual platform, tutoring, performance evaluation and issuance of certificates.

2. Key activities and implementation of the training

Content and multimedia development: Create digital and printed handouts, practical guides, case studies and multimedia resources (video lessons, podcasts and tutorials) structured in accessible language and guided by active methodologies.

Hybrid and territorial execution: Organize classes and conduct the course combining synchronous and asynchronous classes in a virtual environment with face-to-face activities (workshops and conversation circles) to ensure capillarity throughout the State of Paraná.

Tutoring and support for students: Offer individualized pedagogical monitoring, active tutoring and service shifts to clarify doubts and engage students.

3. Technology infrastructure, monitoring, and products

Digital Platform (LMS): Provide a learning management system with accessibility and digital inclusion, capable of housing content, recording attendance and progress, applying assessments, and issuing traceable digital certificates.

Monitoring and reporting: Monitor student participation, completion rate and satisfaction, preparing periodic technical reports and a consolidated final report with recommendations for the continuity and expansion of the training policy in the state.
