1. The Republic of Lebanon (hereinafter called “Borrower”) has received financing from the World Bank toward the cost of the Lebanon Emergency Assistance Project (LEAP) , and intends to apply part of the proceeds toward payments under the contract for “ Damaged Roads Clearing and Restoration in South Lebanon - Nabatiyeh Caza . For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing. 2. The Council for Development and Reconstruction (CDR) now invites sealed Bids from eligible Bidders for the Damaged Roads Clearing and Restoration in South Lebanon - Nabatiyeh Caza , consisting of providing restoration works. 3. Bidding will be conducted through National competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “ Procurement Regulations for IPF Borrowers - Sixth Edition, February 2025” , and is open to all Bidders as defined in the Procurement Regulations. The contract will be awarded to the Bidder offering the lowest evaluated cost to the Employer, subject that the selected Bidder meets the required qualification criteria, and the requirements as specified under paragraph 4 below. 4. Bidders submitting their bids, must ensure that the following criteria are met and included in their bid: Financial capabilities requirements stipulated in Section III - Evaluation and Qualification Criteria - Eligibility and Qualification Criteria Paragraph 3.1 Average Annual Construction Turnover requirements stipulated in Section III - Evaluation and Qualification Criteria - Eligibility and Qualification Criteria Paragraph 3.2 Key Personnel stipulated in Section III - Evaluation and Qualification Criteria Paragraph 4. Equipment stipulated in Section III - Evaluation and Qualification Criteria Paragraph 5.

5. Interested eligible Bidders may obtain further information from the Council for Development and Reconstruction and inspect the bidding documents at the address given below from 9:00 to 15:00 hours (Beirut local time) from Monday till Friday . 6. Interested eligible Bidders may purchase the bidding documents. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of One Hundred fresh US Dollars (US$ 100) . The method of payment will be in cash (fresh USD) . The document is to be picked up by a person duly authorized by the applicant. The cash is collected by the Tenders Department at CDR, and a receipt is issued to the person purchasing the bidding document at the time of payment. 7. Bids must be delivered to the address below at or before 12:00 noon Beirut Local Time on Wednesday, September 02st 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below at 12:00 noon Beirut Local Time on Wednesday, September 02st 2026. 8. All Bids must be accompanied by a Bid Security of One Hundred Twenty Thousand fresh US Dollars (US$ 120,000) . 9. All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration. 10. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. 11. A Pre-Bid Meeting (Physical Presence) will be held on Wednesday, August 26th 2026 at 10:00 A.M Beirut Local Time.
