Contracting of digital health management services, with the provision of a computerized platform and equipment for clinical telepropaedeutics to support the promotion of the integral health of the beneficiaries of LAMSPE

Brazil, through the Secretariat of Science, Technology and Innovation of the State of São Paulo and the Institute of Medical Assistance to State Public Officials (IAMSPE), has financing from the Inter-American Development Bank (IDB) for the "São Paulo Mais Digital Project". This call for the International Public Tender (IPL) invites eligible bidders to submit closed bids for the management of digital healthcare and the provision of assistive technology infrastructure.

Scope of services and delivery

Main objective: Provision of digital health management services aimed at promoting the comprehensive health of IAMSPE beneficiaries (estimated population of 450,000 users).

Technological and care components:

Provision of a computerized platform consisting of a patient application and a clinical data repository.

Supply of equipment for clinical telepropaedeutics (multi-parameter monitor, fundus camera, dermatoscope, otoscope, stethoscope and tonometer).

Provision of professional health services through telemedicine and telemedicine.

Eligibility Requirements and Conditions

Regulatory framework: International Public Bidding (IPL) carried out under the IDB's Procurement of Works and Goods Policies.

Technical-operational capacity: Proof of previous experience in serving at least 225,000 users (50% of the estimated population), admitting the sum of certificates and fractional tests of the requirements (application, clinical data and professional services).

Registration of class entities: Registration of the company before the professional councils applicable to the activities carried out (CRM, COREN and/or CREFITO).

Health regulation and certifications (pre-contract): Submission prior to signing the registration contract with ANVISA for telemedicine software (SaMD) and medical equipment, accompanied by the relevant certifications from INMETRO and ANATEL.

Margin of preference: The margin of economic preference is granted to national companies or consortia (APCA).

Delivery method: Proposals must be submitted in accordance with the specific instructions detailed in the tender documents on the call portal.
