Details

The Town of Battleford is requesting proposals from qualified and experienced law firms or lawyers to provide contracted legal services. The Municipality is seeking a legal service provider that has experience working with Saskatchewan municipalities and can provide timely, practical and cost-effective legal advice to Council, the CAO, and municipal administration. The successful proponent will be expected to provide legal services on an as-needed basis and may be requested to attend Council meetings, committee meetings, or other municipal meetings when required. The Municipality intends to establish a professional relationship with a legal service provider who understands municipal operations and can provide both routine and specialized legal services. The Municipality provides a range of municipal services and conducts activities including, but not limited to: Municipal administration Bylaw development/enforcement Planning/development Land/property transactions Roads/infrastructure Water/sewer services Parks/recreational facilities Agreements/contracts Procurement Employment/HR Municipal taxation/assessment Council/committee governance Other municipal functions The successful proponent will be expected to: Provide timely and professional legal advice Respond promptly to requests from the CAO or authorized municipal representatives Identify potential legal risks and provide practical recommendations Maintain confidentiality of all municipal information & professional liability insurance Comply with all applicable legislation and professional requirements Identify potential conflicts of interest immediately Maintain complete and accurate files Provide clear and understandable legal advice Work cooperatively with Council and municipal administration Provide advance notice of anticipated significant legal costs

Proposals may be evaluated based on the following criteria: 25% Municipal Legal Experience 25% Qualifications and Experience of Proposed Legal Team 15% Understanding of Municipal Requirements 15% Service Availability and Responsiveness 15% Fee Structure and Value 5% References 100% Total The Municipality reserves the right to modify the evaluation criteria or weighting as necessary. The lowest-priced proposal will not necessarily be selected. The Municipality may consider overall value, experience, availability, qualifications, responsiveness, and the proponent’s ability to meet the Municipality’s requirements.
