The Government of the Republic of Angola (GoA) has received financing from the International Bank of Reconstruction and Development (IBRD) and co-financing from the French Development Agency (AFD) towards the cost of the Electricity Sector Improvement and Access Project (ESIAP), whose objective is to improve the operational and commercial performance of the electricity sector utilities and increase electricity access in Angola. The Project is being implemented by the Ministry of Energy and Water and consists of five complementary components: (i) Widening access to electricity and improving revenue collection; (ii) Improving electric service; (iii) Enhancing PRODEL's capacity and strengthening sustainable management of power plants; (iv) Supporting project management; and (v) Responding to Contingent Emergencies. A Project Coordination Unit (PCU) of ESIAP intends to apply part of the proceeds of the financing to procure the services of an individual consultant for the position of Contract Management Specialist. The primary objective of the Contract Management Specialist consultancy is to support the PCU and Utilities in ensuring effective, compliant, and timely management of contracts across all components of the Angola Electricity Sector Improvement and Access Project. The specialist will play a critical role in overseeing contract administration, facilitating coordination among key stakeholders — including PRODEL, RNT, and ENDE — and providing strategic advice to enhance the operational performance of the utilities. The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below. The Project Coordination Unit (PCU) now invites eligible individual consultants to express their interest in providing the services by sending a signed Cover Letter, Curriculum Vitae (CV), in a letter addressed to the Project Coordinator, along with a copy of their identification document and proof of education and skills, as indicated in the CV. Interested consultants should provide information (Statement) showing that they have the required qualifications and relevant experience to carry out the work, according to the ToRs.
The selection criteria are:
Education Degree in Engineering, Law, Business Administration, Project Management, or a related field, from a recognized University. Relevant professional certifications in contract management or procurement (e.g., PMP, CIPS, FIDIC) are highly desirable.
Experience Minimum of 10 years of progressively responsible professional experience in contract management for large-scale infrastructure projects, with at least 5 years in the energy or power sector, preferably involving transmission and distribution networks. Demonstrated experience in the preparation, negotiation, administration, and monitoring of complex works and goods contracts, including FIDIC or similar international contract standards. Proven experience in managing contracts: Works (at least two contracts valued USD 20,000,000.00 each), Goods and/or Non-Consulting Services (at least two contracts valued USD 2,000,000.00 each), as well as Consultancy Services (at least two contracts valued (USD 1,500,000.00 each). { Applicant to submit evidence of experience } Proven track record in managing contract-related risks, claims, and dispute resolution in the context of donor-funded projects. Exposure to World Bank or other Multilateral Financing Institutions procedures will be considered an advantage. Experience working in multiple countries or regions, including in Sub-Saharan Africa or comparable environments, is required. Work experience in Angola will be considered an advantage Prior involvement in capacity building and knowledge transfer to local counterparts is an advantage. Experience in using the WB STEP system is an added advantage
Skills and Competencies In-depth knowledge of the best international practices in contract management, procurement regulations, and project implementation for infrastructure investments. Strong analytical, negotiation, and problem-solving skills, with the ability to address technical, legal, and financial aspects of contract management. Excellent organizational and time management abilities, with a demonstrated capacity to manage multiple contracts and stakeholders simultaneously. Proficiency in contract management and project management software; advanced skills in Microsoft Office Suite are essential. Outstanding written and verbal communication skills in English; knowledge of Portuguese is highly desirable. Demonstrated ability to work effectively in multidisciplinary and multicultural teams, and to interact with government officials and utility staff. High ethical standards, attention to detail, and commitment to delivering results under tight deadlines.
The Contract Management Specialist will work in Angola, Luanda, in the office assigned to ESIAP . The role may also necessitate periodic travel to project implementation sites across Angola, including visits to project sites or utility offices as necessary to support project implementation and oversight. The duration of the assignment of the Contract Management Specialist will be for a period of 18 months, on a full-time basis, with possible extension upon satisfactory performance. The attention of interested Consultants is drawn to Section III, paragraphs 3.15, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers, seventh edition, September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
