The Government of Kenya has received financing from the World Bank and the Agnce Française de Developpment (AFD) towards the cost of the Second Kenya Informal Settlements Improvement Project (KISIP2) and intends to apply part of the proceeds for Consulting Services The consulting services (“the Services”) include:

i. To carry out an independent evaluation of the project by undertaking Value for Money Assessment, Beneficiary Assessment and End of Program Evaluation covering interventions financed by IDA and AFD in order to assess the overall performance of the Project, and ii. To assess the extent to which the Project achieved its development objectives, delivered value for money, generated benefits for the target communities, strengthened institutional capacity development and established mechanisms for scaled settlement upgrading in future projects of a similar nature. The assignment is expected to take Four (4) calendar months from the contract commencement date. 3. 4. The State Department for Housing and Urban Development (“the Client”) in the Ministry of Lands, Public Works, Housing and Urban Development now invites eligible consulting firms (“Consultants’’) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

a) Core business and years in business: The firm shall be registered/incorporated as a consulting firm with core business in the field of Monitoring and Evaluation, Financial Analysis, Advisory and Assurance, Project management, Social Economic Development for a period of a minimum of ten (10) years. b) Relevant experience: The firm shall demonstrate as having successfully executed and completed at least 2 assignments of similar nature, complexity and in a similar operating environment in the last 10 years. Details of similar assignments-Name and address of the client, scope, value, and period should be provided and submitted. Expression of Interest should include enumeration of these similar past assignments. c) Technical and managerial capability of the firm: The firm shall demonstrate as having the requisite technical capacity and managerial capacity to undertake the assignment in the submitted company profile(s). Key Experts will not be evaluated at the shortlisting stage. 5. The attention of interested Consultants is drawn to Section III, paragraph, 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, First Published July 2016 and Revised Third Edition August 2018 (“Procurement Regulations”) setting forth the World Bank’s policy on conflict of interest. 6. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. 7. A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations. 8.
