The Government of Indonesia had received financing from the World Bank toward the cost of the Global Environmental Facility Indonesia Sustainable Cities Impact Project (SCIP) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include: (a) Knowledge Product Development, and (b) Concept Development of the National Urban Summit Series of Activities. The Services are expected to start in November 2026 and be performed during a period of 7 months. The total estimated level of effort is approximately at 46 technical/professional staff months. The Directorate of Spatial Planning, Urban Affairs, Land Affairs and Disaster Management at the Ministry of National Development Planning/National Development Planning Agency (BAPPENAS) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide comprehensive information demonstrating that they have the required qualifications and relevant experience to perform the Services. Interested Consultants must provide sufficient description of similar assignments (including location/ country, name of the Employer/ Client, type of services provided, period of contract, contract amount, starting and completion dates), and availability of appropriate skills among permanent staff, and so forth. The shortlisting criteria are: At least 1 (one) project within the last 5 (five) years of experience in providing consulting services related to capacity building/knowledge product development related to urban planning/ urban development at the national or subnational level. At least 1 (one) project within the last 5 (five) years of experience in providing consulting services related to sustainable urban development at the national or subnational level.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated November 2020 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms as a joint venture or a sub-consultant to enhance their qualifications. In the case of an association, the EOI must explicitly specify whether it is a Joint Venture (all members shall be jointly and severally liable for the entire assignment) or Sub-consultancy. In the case of a joint venture, the member firm appointed to represent it must be clearly identified. All the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Only the qualifications and experience of members of the joint venture, but not of sub-consultants, shall be considered in the EOI evaluation process.

A Consultant will be selected in accordance with the Consultant’s Qualifications Selection (CQS) method set out in the Procurement Regulations.
