The Government of the Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Flood System Resilience Program and intends to apply part of the proceeds Consulting service for Supervision and Contract administration of compressive National laboratory construction

Objective

This service is required to provide necessary service/support to the implementing agency, i.e., MoA in contract administration and construction supervision aspects for Establishing Comprehensive (Plant Protection, Seed Quality, Pesticide and Health Regulatory) Laboratory, so that the following major objectives shall be achieved: Consultant shall provide engineering expert service in supervision of pre-construction, construction and post-construction phase of the project implementation activities carried out by the Contractors ensuring complete compliance with the drawings, technical specifications and various stipulations contained in the Contract Documents. The service shall ensure the suitability/accuracy of quality construction and transparent project execution. The service shall mitigate/resolve probable technical problems associated with the project and hence accelerate project execution. The service shall ensure technically sound project implementation and contract administration. To ensure safety during construction and adherence to all requirements under the Contract..

Scope of Service:

The scope of this assignment is to provide contract administration and construction works supervision services with the duties and responsibilities stipulated in the General Conditions of Contract for Construction Works. During the performance of the contract, the service provider is accountable to the employer/MoA and will report to MoA as per the contract with MoA. Prior to the start of activities, the service provider will prepare and submit for approval a detailed methodology and work plan for the implementation of the assignment .The detail will be included in the Term of Reference. The detailed Terms of Reference (TOR) for the assignment can be obtained through telegram channel/ e-mail when you request at the address given below. The Ministry of Agriculture now invites eligible consulting firms to indicate their interest in providing the Services. Interested Consultants should provide information, including firm profile and brochures, demonstrating that they have the required qualifications and relevant experience to perform the services.

The short-listing criteria are:

Key Experts will not be evaluated at the short-listing stage and, accordingly, CVs should not be submitted. The attention of interested Consultants is drawn to Section III, paragraphs,3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised November 2017, July 2018, November 2020, September 2023, February 2025, September 2025). (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultancy firms may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a Joint Venture and/or a Sub-Consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A consultant will be selected in accordance with the selection based on the Quality and Cost Based Selection Method (QCBS) set out in the Procurement Regulations.
