The Inter-American Development Bank (IDB), in partnership with the Executive Secretariat of the Chamber of Foreign Trade (SE-Camex) of the Ministry of Development, Industry, Commerce and Services of Brazil, invites specialized consulting companies to submit proposals for the mapping, diagnosis and elaboration of a model for the gradual automation of the administrative flow of tariff changes.

The objective is to optimize procedural processes and document management, fully preserving the technical judgment of the analysts and the collegiate and discretionary nature of the deliberations of the Tariff Changes Committee (CAT) and the Executive Management Committee (Gecex).

1. Objectives and scope of services

Mapping of the current situation (AS-IS): Map the complete flow in BPMN 2.0 notation — from the registration of the claim in the LECOM system, technical validation, 45-day public consultation, CAT and Gecex meetings, publication of resolutions in the DOU, to filing in the SEI —, identifying bottlenecks, cycle times, rework and RACI matrix.

Risk diagnosis, confidentiality and transparency: Assess operational critical points and improve the treatment of confidential business information and sensitive data provided by companies, in accordance with the Access to Information Law (Law No. 12,527/2011) and the LGPD (Law No. 13,709/2018).

System interoperability: Analyze the current instruments (LECOM, SEI, electronic spreadsheets and Camex portal) and evaluate the feasibility of integration with shared platforms of the Federal Government through APIs.

2. Future state design (TO-BE) and limits of action

Procedural redesign and automation: Elaborate the future flow focusing on the elimination of manual data transposition, assisted generation of documents (technical notes, minutes and resolutions), deadline control and structured data publication.

Scope delimitation: The proposed automations apply exclusively to administrative and support routines, without automating the merit of technical analysis or the votes of the deliberative committees.

Action and governance plan: Establish a phased implementation roadmap (prioritized by effort, cost and impact), define process performance indicators and provide technical support for the appropriation of solutions by SE-Camex.

3. Expected products and deliverables

AS-IS Mapping and Diagnosis Report: Flow modeled in BPMN 2.0, document inventory (outputs), RACI responsibility matrix and risk diagnosis, confidentiality and transparency.

Systems Analysis and Design TO-BE: Evaluation of architecture/APIs for integration of public systems and functional specification of the redesigned flow.

Automation and Training Plan: Phased implementation roadmap, set of monitoring indicators and management technology transfer workshops for the SE-Camex technical team.
