Project Background
The United Nations Development Programme (UNDP), through the SDG Local Action Project, is supporting the implementation of the Productive Relocation Based on the Fish Value Chain Project in the City of Beira, Mozambique. The project was selected as one of the global winners of the 2025 Bloomberg Mayors Challenge, an international competition that supports cities in developing ambitious and innovative solutions to improve residents lives through more resilient, inclusive and effective municipal services.
The Productive Relocation Based on the Fish Value Chain Project – "From Climate Vulnerability to Sustainable Community Prosperity" introduces an innovative approach that integrates climate change adaptation, disaster risk reduction, resilient urban development and local economic development. Rather than focusing solely on physical relocation, the project combines the voluntary relocation of vulnerable coastal communities with the creation of sustainable livelihood opportunities centred on the fish value chain.
The project targets vulnerable fishing communities currently living in Praia Nova, an informal coastal settlement exposed to severe risks associated with coastal erosion, flooding, storm surges and sea-level rise. The intervention supports the voluntary relocation of eligible households to Muave, a safer area identified by the Beira City Council for resilient urban expansion, while simultaneously strengthening fisheries-based livelihoods and improving access to productive infrastructure and markets.
The objective of this consultancy is to design, prepare, and deliver an integrated practical capacity-building programme for members of the fishing cooperative, covering the minimum viable product (MVP) phase and subsequent stages of the productive relocation based on the fish value chain project.
