The United Nations High Commissioner for Refugees (UNHCR) is seeking experienced partners to support the implementation of protection and solutions strategies for internally displaced persons (IDPs) and stateless populations in Mozambique. UNHCR Mozambique is inviting local and international NGOs, civil society organizations, and academic institutions to express their interest in partnering on initiatives that strengthen national legal and policy frameworks for internal displacement and statelessness. The programme aims to support government authorities in aligning national frameworks with international conventions, improving the inclusion of displaced and stateless populations in national systems, and strengthening preparedness for climate- and conflict-related displacement.

The partnership opportunity forms part of UNHCR Mozambique’s broader protection and solutions strategy. A key focus is strengthening the national legal and policy environment affecting internally displaced and stateless persons. Partners will work with relevant stakeholders to improve legal and institutional frameworks and strengthen national capacity to identify, prevent, and address protection concerns. The programme combines legal and policy analysis, research, capacity development, advocacy, and institutional strengthening. UNHCR Mozambique is seeking expressions of interest from experienced organisations and institutions, including: - Local NGOs - International NGOs - Civil society organizations - Academic institutions Eligible partners should have relevant technical expertise and practical experience in protection, legal and policy frameworks, internal displacement, statelessness, training, awareness-raising, or technical assistance. Support for Internally Displaced Persons A major component of the programme focuses on strengthening protection and solutions for people internally displaced by conflict and other factors, including climate-related displacement. Partners may contribute to research and evidence generation on protection risks affecting IDPs and help identify gaps in existing legal and policy frameworks. The programme also seeks to strengthen contingency planning so that national authorities and stakeholders are better prepared to respond to future displacement caused by conflict or climate-related events. Strengthening Legal and Policy Frameworks Partners are expected to support the analysis and improvement of Mozambique’s legal and policy frameworks concerning internal displacement and statelessness.

Activities may include:

Research and Evidence Generation Research is an important element of the partnership opportunity. Partners may conduct research to identify and document protection risks affecting internally displaced and stateless populations. Research activities can include examining: - Protection risks - Legal and policy gaps - Barriers to civil documentation - Barriers to basic services - Challenges affecting access to legal identity - Institutional capacity gaps High-quality evidence can then be used to inform policy discussions and operational responses. Improving Access to Civil Documentation The programme also places emphasis on improving access to legal identity and civil documentation. Partners may support assessments that identify barriers preventing affected populations from obtaining necessary civil documentation. This work can contribute to stronger systems for identifying and addressing statelessness while improving people’s ability to access national systems and essential services. Addressing Statelessness in Mozambique Addressing statelessness is a specific component of the partnership opportunity. Partners are expected to contribute to efforts that help strengthen national capacity to identify, prevent, and address statelessness.
