Unlocking the Healthcare Value Chain (PVAC)

1. The AUDA-NEPAD has received funding from Unitaid toward the cost of the Consultancy to provide technical assistance to Nigeria’s Presidential Initiative for Unlocking the Healthcare Value Chain (PVAC) and intends to apply part of the proceeds for consulting services.

2. Scope of the Assignment

The African Union Development Agency- New Partnership for Africa’s Development NEPAD (AUDA- NEPAD), in partnership with Unitaid , a global health agency hosted by the World Health Organization, is implementing the African Health Security Manufacturing Initiative (AHSMI): a strategic partnership to accelerate a resilient African pharmaceutical manufacturing sector by aligning investment, policy and innovation to safeguard health security and advance health equity, with an initial focus on maternal and newborn health. Nigeria’s Presidential Initiative for Unlocking the Healthcare Value Chain (PVAC) was established in October 2023, under the Federal Ministry of Health and Social Welfare, to unlock new investment in Nigeria’s healthcare value chain through expanded private -sector participation and cross -institutional coordination. It works to expand domestic manufacturing of pharmaceutic als, diagnostics and medical devices and is organised

around five strategic pillars: policy and regulatory reform; skills and research and development;

technical support to private manufacturers; market -shaping and demand aggregation; and coordination across government, partners and stakeholders. A Presidential Executive Order created procurement incentives, including zero import duties on inputs and long-term offtake contracts, which underpinned Medipool, a long-term pooled-procurement and demand-aggregation arrangement that gives local manufacturers predictable demand.
