1. Introduction

The African Union Development Agency –New Partnership for Africa’s Development (AUDA - NEPAD) has received financing from UNITAID towards the cost of “The African Health Security Manufacturing Initiative” and intends to apply part of the proceeds for a consultancy for the development of the State of Health Products Manufacturing in Africa Report, an inaugural African Union flagship publication that will provide a comprehensive assessment of the continent’s manufacturing ecosystem. The report will establish a robust evidenc e base to inform policy, investment, industrial development, market shaping, regional integration, and strategic decision- making across the health products manufacturing value chain.

2. Description of Services

The consulting services (“the Services”) will include the following:

  • Research, Product Development and Innovation: Assess Africa’s research, product

development and innovation landscape by mapping research institutions, innovation ecosystems, product development pipelines, technology readiness, and mechanisms that facilitate translation of research into commercially viable health products.

  • Technology Transfer and Industrial Capabilities: Evaluate technology transfer

mechanisms and industrial manufacturing capabilities, including production capacity, localisation opportunities, manufacturing readiness, value chains, supply chain resilience, and opportunities for industrial scale -up across p harmaceuticals, vaccines, diagnostics, medical devices, biologics and other priority health products.

  • Regulatory Systems and Quality Assurance : Assess regulatory systems and quality

assurance capacity across Member States, including regulatory maturity, harmonisation initiatives, Good Manufacturing Practice (GMP) compliance, quality management systems, pharmacovigilance, market authorisation pathw ays, and the implementation of the African Medicines Agency.

  • Intellectual Property and Licensing Frameworks : Analyse intellectual property,

licensing and technology access frameworks that influence innovation, technology transfer, local manufacturing, voluntary licensing

BACKGROUND

The African Union Development Agency –New Partnership for Africa’s Development (AUDA -NEPAD) is the African Union’s technical implementing agency mandated to accelerate the implementation of Agenda 2063 through the design and implementation of continental pr ogrammes that promote sustainable development, regional integration, industrialisation, innovation, and economic transformation.

Strengthening local and regional manufacturing of health products has emerged as a strategic continental priority to improve health security, reduce dependence on imports, create high -value technology industries, expand skilled employment, and build resilient health systems capable of responding to public health emergencies. Recent global and reginal health crises exposed significant vulnerabilities in global supply chains and reinforced the urgency of developing sustainable manufacturing capacity across Africa. Although Africa accounts for approximately one -quarter of the global disease burden, the continent continues to rely heavily on imported medicines, vaccines, diagnostics, medical devices and other essential health products. Despite notable progress made through national industrialisation strategies and continental initiatives including the Pharmaceutical Manufacturing Plan for Africa (PMPA), the Partnerships for African Vaccine Manufacturing (PAVM), the African Medicines Agency (AMA), the African Continental Free Trade Area (AfCFTA), and the African Union’s 24 Priority Medical Products Roadmap, significant challenges continue to constrain the growth and competitiveness of the sector. These include fragmented markets, Challenges of acquiring active pharmaceut ical ingredients (APIs) inadequate regulatory capacity and lack of harmonisation, limited technology transfer, inadequate financing, insufficient manufacturing infrastructure, workforce shortages, weak
