1.0 BACKGROUND

The African Union Development Agency (AUDA -NEPAD), as the implementing agency of the African Union (AU), is mandated to provide advisory services and technical assistance to Member States and Regional Economic Communities in advancing Agenda 2063 through p olicy support, resource mobilization and knowledge management. Within this mandate, AUDA -NEPAD recognizes people-driven development, gender equality, and the empowerment of women and youth as key drivers of Africa’s transformation.

Despite this recognition, deeply entrenched social norms relating to masculinity continue to shape unequal gender relations in many African societies. These norms often prescribe rigid roles for men and boys, associating masculinity with dominance and control. Over time, such expectations have contributed to harmful social outcomes, including gender -based violence, the marginalisation of women and girls, and their exclusion from leadership and decision-making processes. In response to the impact of toxic masculinity in perpetuating violence against women and girls across the continent, AUDA -NEPAD has launched the African Women’s Empowerment Programme (AWEP) to dismantle the structural and systemic barriers that hinder the economic, social, and political advancement of women and girls in Africa. AWEP is built around three key

pillars:

i. Advancing Women’s Empowerment ii. Supporting the Mental Health of Women, particularly GBV Survivors, and Scaling Up Positive Masculinity Initiatives iii. Building the Capacities of Women in the Public Sector

Under Pillar 2, AWEP specifically aims to shift mindsets among men and boys in Africa, empowering them to become allies in the quest to end violence against women and girls. Interventions under this pillar include fostering education and awareness -raising projects for men and boys; empowering fatherhood, as well as workplace inclusivity initiatives.
