United Nations Office at Nairobi (UNON) on behalf of the United Nations Human Settlements Programme (UN-Habitat) Palestine, seeks the interest of qualified vendors and Service Providers to participate in an upcoming tender solicitation for Consultancy Services for Conducting Satellite-Based Participatory Mapping of Land Rights in Palestine. The surveying firm shall provide participatory land surveying services for plots of land located in the communities of Ramallah & Al-Bireh, Nablus and Salfit Governorates in Palestine, with an approximate area of 45,000 Dunums.

The project aims to conduct satellite-imagery-based participatory mapping of land rights in the targeted communities, including verification and validation of satellite imagery/base maps, georeferencing through Ground Control Point (GCP) placement and/or verification, use the verified satellite imagery and associated base maps to implement the satellite-based participatory land-settlement activities and generate the required digital mapping outputs, gather the STDM-related data support in coordination with UN-Habitat and the Palestinian Land Authority (PLA).

The scope of services shall include but not limited to:

  • Preparation for Satellite-based Land Settlement - Review and assess available satellite imagery, mapping data, land records and related information, identifying data gaps and issues requiring clarification.

Establish the technical team and prepare the required resources for georeferencing, ground verification and STDM integration.

  • Identification of Partners and Stakeholders - Identify community focal points and support the establishment of community reference committees, Engage the PLA, local government and other relevant stakeholders and facilitate initial community consultations
  • Data Collection and Information Gathering - Verify and compile land, parcel and mapping information in collaboration with the PLA, including relevant historical and supporting records. Assess existing land records, mapping, imagery and operational constraints and prepare an initial assessment.

Develop and implement a community awareness plan, including documentation of success stories of women and marginalized groups obtaining land rights.

  • Implementation of Land Settlement Activities - Conduct participatory satellite-based mapping, GCP/ground verification and preparation of GIS/AutoCAD maps and parcel datasets. Review and align road networks and mapping outputs with approved planning frameworks and PLA requirements. Conduct community engagement and awareness activities to validate parcel information and document claims and disputes for referral to the competent authorities. Integrate STDM data and generate relevant analysis on land-use rights, services and natural resources. Prepare final land-settlement reports and complete digital mapping/data packages, including GIS/AutoCAD files, georeferencing records, STDM data, metadata, validation records and source files.
