Médecins du Monde (MdM) is seeking an experienced consultant or consultancy team to conduct a comparative study of Mobile Unit (MU) models implemented in Ukraine, with a focus on transition from humanitarian service delivery towards sustainable, nationally owned health services. MdM has implemented three main Mobile Unit models in Ukraine: fully MdM-operated, mixed MdM–MoH, and State-operated Mobile Units. The consultancy will analyse these models comparatively to identify their respective strengths, limitations, enabling factors and contribution to health system resilience, with particular attention to sustainability, quality of care, continuity of services, access to hard-to-reach populations and the conditions required for successful transition and institutionalisation. The study will generate evidence-based findings and practical recommendations to inform dialogue with health authorities, donors and other stakeholders on sustainable outreach service delivery, transition pathways and local ownership. It will also contribute to strengthening MdM's advocacy and learning on the transition from humanitarian assistance to nationally owned health services.

Key areas of analysis will include:

- Comparative analysis of the three MU models and their operational performance; - Sustainability, quality of service delivery and health-system integration; - Transition and handover pathways, including enabling conditions and systemic constraints; - Contribution of MU models to health-system resilience and continuity of care; - Institutional, operational, financial and human-resource requirements for sustainable State-operated MUs; - Lessons learned and recommendations for future transition and exit strategies.

Main deliverables include:

- A consolidated comparative study report, including a practical transition framework and recommendations; - A restitution and advocacy-oriented document translating key findings into actionable messages for health authorities, donors and other stakeholders; - Presentation and discussion of findings with relevant MdM teams and stakeholders. The consultancy is expected to combine documentary review and analysis of existing project data with targeted stakeholder consultations, taking into account the diversity of operational and contextual settings in which the three models have been implemented. How to apply Interested consultants/consultancy teams are invited to submit a technical and financial proposal demonstrating relevant experience in health systems, humanitarian health programming, transition/localisation, policy or operational research, preferably in Ukraine or comparable conflict-affected contexts.
