(Two-Envelope Bidding Process) The Kingdom of Cambodia has received a Credit from financing from the World Bank toward the cost of the Second Higher Education Improvement Project (HEIP2), Ministry of Education, Youth and Sport (MoEYS), and intends to apply part of the proceeds toward payments under the contract [1] for Construction of center for industrial 4.0 and technology transfer at ITC, Identification No: MoEYS-HEIP2-ITC-ICB-W-003 The Ministry of Education, Youth and Sport (MoEYS) now invites sealed Bids from eligible Bidders for Construction of center for industrial 4.0 and technology transfer at ITC. The construction period is 841 Calendar Days . Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers in September 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): is 50% and for Bid cost is 50%.
