The services included under this assignment comprise the preparation of four practical, comparable, decision-oriented and gender-responsive district climate disaster risk profiles. The assignment will use existing official and authoritative datasets, GIS layers, remote-sensing products, previous assessments and targeted stakeholder consultations. Drought and flood will be the mandatory hazard focus. The services will include data compilation and assessment; analysis of hazards, exposure, vulnerability and coping capacity; identification and mapping of priority risk hotspots; preparation and validation of four district profiles; a synthesis brief; editable datasets, GIS files, map layouts, metadata and templates; and an orientation and handover session for the Somali Disaster Management Agency. The assignment is not intended to undertake large-scale primary data collection or establish a new early warning system. The estimated duration is four (4) months, with Mogadishu as the primary duty station and limited field travel where necessary, feasible, secure and cost-effective.
