The United Nations Development Programme (UNDP) Ukraine is seeking an organization or private entrepreneur to design and implement a nationwide communication campaign promoting inclusive, skills-based, gender-responsive, and non-discriminatory employment practices. The campaign aims to reach at least 1.5 million people across Ukraine through digital platforms, media engagement, influencer partnerships, and outdoor advertising. It will primarily target employers while also supporting groups whose employment pathways have been disrupted by the war, including people with disabilities, internally displaced persons, women with caregiving responsibilities, young people, and people aged 50+.
About the UNDP Ukraine Inclusive Employment Campaign
The United Nations Development Programme Ukraine is seeking qualified contractors to develop and implement a nationwide communication campaign focused on inclusive employment. The campaign will address barriers and stereotypes that can prevent people from accessing employment opportunities. It will promote employment practices based on skills and qualifications rather than characteristics unrelated to job performance. The initiative is designed to respond to the changing workforce landscape in Ukraine and encourage employers to adopt more inclusive approaches to recruitment and employment. Campaign Objectives
The communication campaign aims to:
- Promote inclusive employment practices across Ukraine. - Encourage skills-based recruitment and hiring. - Challenge stereotypes that create barriers to employment. - Promote non-discriminatory employment practices. - Encourage gender-responsive approaches to hiring. - Support people whose employment pathways have been disrupted by the war. - Raise awareness among employers about inclusive recruitment. - Reach at least 1,500,000 people nationwide. The campaign will use multiple communication channels to reach different audiences and ensure that campaign messages are accessible and relevant. Who Will the Campaign Target? The campaign will primarily focus on employers and people facing barriers or disruptions in their employment pathways. Key target audiences include employers, people affected by the war, women, young people, and older workers. Employers and HR Professionals Employers are a primary audience for the campaign.
This includes:
- Business owners. - Managers. - HR professionals. - Recruiters. The campaign will encourage employers to adopt skills-based and inclusive hiring practices. It will promote recruitment approaches that focus on a candidate’s skills and suitability for the position while removing barriers unrelated to job performance. Gender-responsive employment practices will also be promoted as part of the campaign. People Affected by Employment Disruptions The campaign will also address the needs of people whose employment pathways have been affected by the war in Ukraine.
These groups include:
- People with disabilities. - People with war-acquired disabilities. - Internally displaced persons. - People who have lost their jobs. - People who have lost businesses. The campaign aims to support these audiences as they return to employment, transition into new careers, or seek new economic opportunities. Women Balancing Caregiving and Employment Women who are balancing caregiving responsibilities with employment are another target audience. The campaign will help address employment barriers that may affect women managing both work and caregiving responsibilities. Its communication approach will promote greater awareness of inclusive and gender-responsive employment practices. Young People Entering the Labour Market Young people entering the labour market will also be included among the campaign’s target audiences. The campaign will contribute to awareness of employment opportunities and encourage approaches that focus on skills and capabilities rather than stereotypes. People Aged 50+ Individuals aged 50 and above seeking continued economic activity or career changes are also a target group. The campaign will address the importance of inclusive employment practices for people seeking to remain economically active or transition into new career opportunities. Communication Channels The campaign is expected to use a diverse combination of communication channels to achieve nationwide reach.

Nationwide Campaign Reach The campaign is expected to reach at least 1,500,000 people across Ukraine. Campaign communication should be designed to remain relevant and accessible to the different groups targeted by the initiative. What Kind of Organization Can Apply? The opportunity is open to officially registered organizations and private entrepreneurs in Ukraine. Applicants must meet the required experience and registration conditions.
Eligible contractors must:
- Be officially registered in Ukraine. - Be an organization or private entrepreneur. - Have at least five years of relevant experience. - Demonstrate experience in communications. - Have experience in media production and development. Applicants should be able to demonstrate their ability to design and deliver communication campaigns addressing complex employment or social issues. Required Campaign Experience Applicants must provide evidence of relevant previous work. Proposals should include at least three relevant campaign samples demonstrating the applicant’s experience in communications, media production, and campaign development. The submitted examples should help demonstrate the applicant’s ability to develop and implement campaigns relevant to the objectives of this initiative.
