UNHCR Mozambique is inviting experienced NGOs, civil society organizations, and academic institutions to submit expressions of interest to support protection and solutions activities for refugees, asylum-seekers, internally displaced persons (IDPs), stateless persons, and other vulnerable populations across Mozambique. The programme focuses on improving access to territory, registration, civil documentation, protection monitoring, referrals, and essential protection services in displacement-affected and return areas.

The United Nations High Commissioner for Refugees (UNHCR) Mozambique is seeking experienced organizations to partner in implementing its protection and solutions strategy across the country. The partnership opportunity is open to qualified local and international NGOs, civil society organizations, and academic institutions with relevant experience and capacity. Community Outreach and Awareness-Raising Partner organizations will contribute to community outreach and awareness-raising activities. Special attention should be given to vulnerable populations and people living in remote areas. Identification and Referral of Individuals Partners are expected to identify individuals who require documentation or other protection assistance and refer them to appropriate services. Community-based referral mechanisms will be strengthened to help ensure that people facing protection concerns can access relevant support. This is particularly important for vulnerable populations and communities affected by displacement. Mobile Documentation Campaigns The programme supports mobile documentation campaigns designed to improve access to services for populations who may have difficulty reaching established documentation facilities. Partners may support the planning and implementation of these campaigns and help connect eligible individuals with government documentation services. Government-Led Registration and Documentation Partners will provide technical, operational, and logistical support to government-led registration and documentation processes.

Civil Registration and Identification Services The programme seeks to improve access to civil registration and identification services, particularly in areas affected by displacement. Partners will support activities that help refugees, asylum-seekers, IDPs, people at risk of statelessness, and returnees access relevant documentation services. Focus on Vulnerable and Remote Populations Particular attention will be given to people who face additional barriers to accessing documentation and protection services. This includes vulnerable populations and people living in remote areas. Community outreach, mobile services, identification, and referral mechanisms are intended to help address these access challenges. Protection Monitoring Comprehensive protection monitoring and referral activities form an important component of the programme. Partners will conduct regular monitoring at both household and individual levels to identify protection concerns and assess changing needs.
