UNOPS is inviting applications from eligible organizations based in Eswatini to develop and implement a climate-related loss and damage monitoring and evaluation system that supports the country’s climate adaptation and disaster risk management targets. The initiative will support the development and operationalization of a web-based monitoring and evaluation (M&E) system for climate-related losses and damages in Eswatini. The system will help standardize data collection, assess the economic value of climate-related losses and damages, and strengthen national capacity for data management, reporting, and evidence-based policymaking. The grant provides up to US$170,000 to support system development, stakeholder engagement, training, reporting, and other project activities. Eligible applicants include academic or research institutions, national NGOs or community-based organizations, and registered companies in Eswatini. The application deadline is 24 September 2026.

About the Initiative for Climate Action Transparency

The Initiative for Climate Action Transparency (ICAT) is hosted by UNOPS and supports developing countries in establishing robust transparency frameworks for effective and evidence-based climate policies and actions. ICAT works with more than 80 countries worldwide to strengthen climate transparency and improve the availability and use of climate-related data. In Eswatini, previous ICAT projects have addressed both mitigation and adaptation. These initiatives have included work on institutional arrangements, data collection templates, and policy assessments covering sectors such as: - Energy. - Agriculture. - Water. - Health. The current project builds on this foundation while shifting the focus toward monitoring and evaluation of climate-related loss and damage. Why Climate-Related Loss and Damage Matters in Eswatini Eswatini is vulnerable to extreme weather events and other climate hazards that can create significant economic and social impacts. Droughts and other climate-related events can affect communities, infrastructure, livelihoods, agriculture, water resources, health, and the wider economy. Reliable data on these impacts is therefore important for understanding the scale of losses and damages and developing effective adaptation and disaster risk management responses. The proposed M&E system will help provide a more structured approach to collecting, evaluating, managing, and reporting information on climate-related losses and damages. What Is the Purpose of the Grant? The grant aims to support the development and operationalization of a national web-based M&E system for climate-related loss and damage in Eswatini.

The project seeks to:

- Standardize the collection of loss and damage data. - Improve the availability and quality of climate-related information. - Enable economic valuation of climate-related losses and damages. - Strengthen national capacity for data management. - Improve climate-related reporting. - Support evidence-based climate policy development. - Contribute to national adaptation and disaster risk management objectives. - Strengthen transparency around climate-related impacts. The project is intended to create a practical system that can support sustained monitoring and reporting beyond the initial project period. Alignment with Eswatini’s Climate Targets The project is designed to align with Eswatini’s Nationally Determined Contributions (NDCs). In particular, it supports the country’s Disaster Risk Management target related to limiting economic losses resulting from climate-related events. By strengthening the collection and evaluation of information on climate-related losses and damages, the project can contribute to better measurement of progress and more evidence-based decision-making. What Activities Will the Grant Support? The project will involve several interconnected activities to develop and operationalize the loss and damage M&E system.

Key activities include:

- Reviewing existing M&E frameworks through a desktop study. - Developing standardized data collection templates. - Creating a methodology for economic evaluation of climate-related loss and damage. - Developing a web-based M&E system. - Piloting the web-based system. - Conducting stakeholder training. - Organizing validation workshops. - Producing a lessons learnt report. - Facilitating knowledge sharing. - Supporting future climate adaptation and disaster risk management efforts. Applicants should demonstrate how these activities will work together to produce an operational and sustainable M&E system. Review of Existing Monitoring and Evaluation Frameworks The project will begin with a desktop review of existing monitoring and evaluation frameworks relevant to climate-related loss and damage. This review will help identify existing approaches, data sources, institutional arrangements, gaps, and opportunities for integration. The findings can then inform the design of standardized data collection processes and the proposed web-based system. Development of Data Collection Templates Standardized data collection templates will be developed as part of the project. These templates are intended to help stakeholders collect climate-related loss and damage information in a consistent and structured manner. Standardization can improve the comparability and usability of information collected from different sectors and stakeholders. Economic Evaluation of Loss and Damage An important component of the project is the development of a methodology for the economic evaluation of climate-related loss and damage. The methodology will help establish a structured approach for assessing the economic implications of climate-related events. This information can strengthen national understanding of climate impacts and support evidence-based adaptation and disaster risk management planning.
