Call for Proposals: Local Development and Skilling Certification Project (Jordan)

The United Nations Development Programme (UNDP) Jordan is inviting organizations to submit proposals for a skilling certification project that improves employability and income-generating opportunities for host communities and Syrian refugees in Irbid and Ajloun Governorates. Selected organizations can receive up to USD 172,000 to deliver market-driven training, work-based learning, job placement, entrepreneurship support, and private-sector engagement over a project period of no more than 5 months, ending by 15 March 2027. What Is the UNDP Jordan Skilling Certification Project? The call seeks qualified organizations to implement a skills development and certification project in Irbid and Ajloun, Jordan. The project is designed to connect occupational skills development with actual local labour market demand. It aims to strengthen the pathway from: Training → Certification → Work-Based Learning → Job Placement or Entrepreneurship → Sustainable Income The initiative targets both host communities and Syrian refugees, with particular attention to groups such as women and youth.

About the LED Programme

The project forms part of the Local Economic Development (LED) Programme, which is funded by the European Union and implemented by UNDP. The LED Programme operates in Irbid and Ajloun and focuses on inclusive local economic growth and resilience. What Will the Project Support? The selected organization will implement activities described in the relevant Terms of Reference (ToR). Key areas include the following. Market-Driven Skills Training Training should respond to the skills demanded by employers and local businesses. Rather than providing training without a clear employment pathway, the project is intended to align occupational skills with actual labour market opportunities. Skills Certification The initiative focuses on skilling and certification, allowing participants to gain recognised evidence of their occupational competencies. Certification can help participants demonstrate their capabilities to prospective employers and improve their competitiveness in the labour market. Private Sector Engagement Employers and private-sector actors are expected to play an important role in connecting training with employment. The project should promote inclusive participation and address barriers that may prevent vulnerable groups from accessing skills development and employment. Geographic Focus The project must be implemented within the specified geographical area of: Irbid Governorate Ajloun Governorate Applicants should ensure that their proposed activities and implementation arrangements comply with the geographic requirements specified in the Terms of Reference. Funding Available The maximum funding available under this call is: Up to USD 172,000 per proposal. Applicants should develop a realistic and appropriate budget that corresponds to the proposed activities and expected results. The available funding must cover implementation of the activities required under the Terms of Reference. Project Duration The project duration must not exceed 5 months.

3. Signed and Stamped Request for Information

A Request for Information (RFI) must be submitted in the required signed and stamped format.

4. Audited Financial Statements

Applicants must provide audited financial statements for the previous two years. These documents help demonstrate the organization’s financial capacity and credibility.

5. Capacity Assessment Checklist

Applicants must submit the signed and stamped Capacity Assessment Checklist (CACHE). The checklist is used to assess the organization’s capacity to implement the proposed project.

6. Self-Certification
