DT Global invites proposals for Call for Proposals for Strengthening Inter-Ministerial/Agency/Local Government Whistleblowing System (WBS) Mechanisms. Submissions close on 02 October 2026. About the Proposal Program Background DT Global supports the implementation of the Australia Indonesia Partnership for Justice Phase 3 (AIPJ3). AIPJ3 is a five-year program funded by the Australian Department of Foreign Affairs and Trade (DFAT) to work in partnership with the Government of Indonesia (GOI) to support advancement of its priority law and justice reforms and contribute to the overall goal of “Strong and accessible justice and security institutions uphold the rule of law and contribute to stability and prosperity in Indonesia and the region”. AIPJ3 has the following end-of-program outcomes (EOPOs): EOPO 1: Justice institutions develop and implement policies, plans, budgets and practices that advance the rule of law and economic development in the priority areas of accountability and transparency, criminal and commercial law reform EOPO 2: Justice institutions and partners implement and adapt policies, plans, budgets and practices that contribute to preventing violent extremism and addressing transnational crime EOPO 3: Justice institutions develop and implement policies, plans, budgets and practices that advance equal access to justice for women, children and persons with disabilities EOPO 4: Government of Indonesia, Government of Australia and non-government organisations deepen partnerships in the justice and security sectors for mutual benefit. The Government of Indonesia continues to place strong emphasis on strengthening clean, transparent, and accountable governance. Whistleblowing Systems (WBS) have become a vital component of internal accountability across government bodies. However, existing WBS mechanisms operate largely within separate institutional silos. When a report requires action, information, or protection beyond the mandate of the receiving institution, critical gaps emerge in inter-agency referral, data interoperability, and timely access to witness and victim protection through the Witness and Victim Protection Agency (Lembaga Perlindungan Saksi dan Korban / LPSK). Unclear referral pathways, differing procedures, and concerns over confidentiality and protection create risks for whistleblowers and lead to delays or gaps in follow-up. This Call for Proposals directly supports EOPO 1 (and EOPO 4) by bridging these institutional and technical gaps. The activity will support the co-design, testing, and institutionalisation of an Inter-agency WBS Interoperability and Referral Protocol connecting selected government WBS platforms, oversight agencies, law enforcement, and LPSK to ensure safe, coordinated, and accountable report handling. For more information, please see www.dt-global.com About the Engagement The primary objective of this grant activity is to support a civil society organisation, research institution, or technical service provider to work in close collaboration with the Witness and Victim Protection Agency (Lembaga Perlindungan Saksi dan Korban / LPSK) as lead GOI agency and key government partners to establish a connected, secure, and effective whistleblowing ecosystem in Indonesia. The project aims to develop common inter-agency referral protocols, establish functional and technical interoperability requirements (including a prototype referral mechanism), build operational capacity among WBS handlers, and strengthen cross-agency coordination for whistleblower protection and follow-up.
