Call for EOIs: Empowering Girls and Young Women from Puberty to Motherhood (Indonesia)

UNICEF is seeking qualified Civil Society Organizations (CSOs) in Indonesia to support an integrated Health and WASH programme focused on improving menstrual health and hygiene, adolescent health, and maternal and newborn care for girls and young women. The initiative will be implemented in Banyumas District, Central Java, and Kupang City, Nusa Tenggara Timur (NTT), with one CSO partner selected for each location. The programme will combine health systems strengthening, WASH improvements, capacity building, community engagement, and social and behaviour change to improve health outcomes, dignity, and access to responsive services for adolescent girls, young women, adolescent mothers, and their newborns. What Is the UNICEF Indonesia Health and WASH Programme? The initiative is being implemented by UNICEF in partnership with Kimberly-Clark, alongside national and subnational government authorities in Indonesia. It responds to persistent challenges affecting adolescent girls and young women, including: Limited access to menstrual health and hygiene information. Inadequate menstrual-friendly WASH facilities. Social stigma surrounding menstruation. Limited access to adolescent-responsive health services. Barriers to maternal healthcare for adolescent mothers. Challenges in accessing quality newborn care. Gender and social norms that affect health-seeking behaviour. Limited community awareness of available services. The programme uses an integrated Health and WASH approach, recognizing that access to health services, clean and safe facilities, information, social support, and positive community attitudes are interconnected. Where Will the Programme Be Implemented? The programme will operate in two locations: Banyumas District, Central Java Province Kupang City, NTT Province UNICEF intends to select two Civil Society Organization partners: One CSO for NTT. One CSO for Central Java. Applicants must clearly indicate their proposed implementation location in the Concept Note. Why Does the Programme Matter? Menstrual health, adolescent health, and maternal and newborn health are closely connected to the wellbeing, dignity, education, and participation of girls and young women. Poor menstrual health management can affect school attendance, confidence, and participation. At the same time, adolescents may face barriers when seeking confidential and appropriate healthcare. Adolescent mothers can also face additional risks and challenges in accessing maternal and newborn services. The programme therefore seeks to create a more supportive environment in which girls and young women can access: Accurate health information. Menstrual health support. Safe and gender-responsive WASH facilities. Adolescent-friendly health services. Maternal healthcare. Newborn care. Community-based support. What Are the Main Programme Objectives? The programme focuses on strengthening systems and services while improving community knowledge and behaviour.

Key objectives include:

Strengthening menstrual health and hygiene (MHH) education. Improving gender-responsive WASH facilities. Increasing access to adolescent-friendly health services. Supporting adolescent mothers and their newborns. Strengthening health and WASH service quality. Building the capacity of service providers and stakeholders. Promoting positive social and behavioural change. Increasing community awareness and demand for services. Generating evidence for future programme and policy scale-up. What Activities Will CSO Partners Support? Selected CSOs will provide technical and implementation support across the programme’s priority areas. Menstrual Health and Hygiene

Activities may include:

Menstrual health education. Access to accurate and age-appropriate information. Community awareness activities. Addressing stigma and harmful social norms. Promoting menstrual-friendly environments. WASH in Schools and Health Facilities CSO partners will support efforts to improve: Gender-responsive WASH services. Menstrual-friendly facilities. Access to appropriate sanitation. Hygiene awareness. Institutional capacity related to menstrual health and WASH. Adolescent-Friendly Health Services The programme aims to make health services more responsive to adolescents by supporting: Community demand for adolescent-responsive healthcare. Maternal and Newborn Health The programme will also address the needs of adolescent mothers and their newborns through improved access to appropriate maternal and newborn services. The approach aims to connect adolescent mothers with health systems and community support while strengthening the quality and responsiveness of services. Social and Behaviour Change Community engagement is an important component of the programme.

Activities will seek to:

Challenge harmful social norms. Reduce stigma around menstruation. Improve health-seeking behaviour. Increase awareness of available services. Encourage families and communities to support adolescent girls and young women. What Will Selected CSOs Be Expected to Do? UNICEF is seeking organizations capable of providing both technical expertise and field-level implementation support. Selected CSO partners will be expected to: Coordinate with relevant stakeholders. Work closely with government partners. Conduct capacity-building activities. Support community engagement. Implement social and behaviour change interventions. Monitor programme implementation. Document programme results. Capture lessons learned. Contribute to evidence generation and knowledge sharing.
