This is a combined synopsis/solicitation for commercial items prepared in accordance with the Revolutionary FAR Overhaul (RFO) Part 12, issued August 14, 2025 (Updated April 20, 2026). This announcement constitutes the only solicitation. Offers are being requested, and a separate written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ) number 36C24826Q1270 for Biofeedback HRV Training for the VA Caribbean Healthcare System (VACHS) located in San Juan, Puerto Rico. This acquisition is a small business set-aside.
