Details

Procurement: Attunga and Monk Park Cricket Practice Net Works

Purpose

The procurement combines two related packages of work:

1. Complete removal and reconstruction of the cricket practice net enclosure at Attunga.

2. Replacement of damaged chain-link wire at the existing Monk Park cricket practice nets.

Combining the works under one procurement will provide a coordinated approach to contractor mobilisation, material supply, waste disposal, construction and project management.

Project objectives

The objectives of the procurement are to:

  • restore both facilities to safe and functional condition;
  • replace deteriorated or damaged fencing components;
  • provide durable outdoor sporting infrastructure suitable for community use;
  • remove redundant materials and dispose of them appropriately;
  • minimise disruption through coordinated scheduling; and
  • establish a single point of responsibility for workmanship, safety and completion.

Scope of Works

Site 1: Attunga Cricket Practice Nets

The Attunga component involves removal of the existing cricket net structure and construction of a replacement chain-wire enclosure. There is currently 2 nets to be removed and be replaced with 1 net.

The contractor will be responsible for:

  • removing the existing cricket net structure;
  • loading, transporting and disposing of removed materials;
  • preparing the cleared area for construction of the replacement enclosure;
  • supplying and installing approximately 30 metres of Australian-made 3.15 mm galvanised chain wire;
  • supplying and installing 40 nominal bore medium galvanised pipe for the top rails and vertical posts;
  • supplying and installing plain wire for internal bracing;
  • supplying and install concrete for posts and structural supports;
  • providing all labour, loading, travel, tools, plant and equipment required to complete the rebuild; and
  • removing construction waste and leaving the site clean, secure and ready for inspection.

Site 2: Monk Park Cricket Practice Nets, Calala

The Monk Park component involves replacing damaged chain-link wire on the existing cricket practice net enclosure.

The contractor will be responsible for:

  • laying down and protecting the internal rubber matting before commencing removal works;
  • removing the existing damaged chain-link wire;
  • loading, transporting and disposing of the removed wire;
  • supplying and installing approximately 40 metres of Australian-made 3.15 mm galvanised chain wire;
  • supplying and installing plain wire for internal bracing;
  • providing all labour, loading, travel, tools, plant and equipment required to complete the works;
  • reinstating the internal rubber matting without damage following completion;
  • removing loose wire, offcuts and construction waste; and
  • leaving the cricket practice nets clean, safe and ready for inspection and use.

Required Deliverables

The contractor is to provide the following deliverables:

Attunga deliverables

1. A fully reconstructed cricket practice net enclosure

2. Securely installed galvanised posts, top rails, bracing and chain wire

3. Completed concrete footings and structural connections

4. Removal and lawful disposal of the existing structure and construction waste.

5. A clean site free from loose wire, exposed fixings, sharp edges and other foreseeable hazards.

Monk Park deliverables

1. Complete removal of the damaged chain-link wire

2. Installation and appropriate tensioning of the replacement chain wire

3. Secure installation of bracing, tie-wire clips and tensioning fittings

4. Protection and reinstatement of the internal rubber matting

5. Removal and lawful disposal of redundant wire and construction waste

6. A clean site free from sharp wire ends, loose fixings and other foreseeable hazards.

Combined completion requirements

For both sites, the contractor must:

  • inspect the completed work before handover;
  • rectify any defective, loose or incomplete components;
  • ensure wire ends and fixings are finished safely;
  • confirm that the installations are stable and suitable for their intended use; and
  • notify Council when each site is ready for final inspection.

Procurement Justification

The proposed procurement combines two related cricket net projects that require specialist chain-wire fencing materials, installation methods and tensioning components.

Engaging the same contractor for both sites provides the following benefits:

  • Single point of accountability: One contractor will be responsible for coordination, safety, materials, workmanship, waste disposal and completion across both locations.
  • Consistent construction standard: Both facilities will use comparable galvanised chain-wire products and compatible fencing components.
  • Reduced coordination risk: Combining the projects avoids separate mobilisation, contractor interfaces and differing installation methods.
  • Efficient delivery: The contractor can coordinate material ordering, travel, loading, waste disposal and construction scheduling across Attunga and Calala.
  • Clear defect responsibility: Any installation or workmanship issues can be directed to one contractor rather than divided between multiple suppliers.
  • Specialist capability: The quoted works involve chain-wire tensioning, bracing and fastening methods that require suitable fencing experience and equipment.

The Attunga project is a full reconstruction that includes replacement structural components and concrete works, while the Monk Park project retains the existing supporting structure and replaces the damaged chain-link wire. This distinction should be maintained in the purchase order and during completion inspections.

Conditions of Engagement

Before commencing work, the contractor should be required to:

  • confirm final site measurements and quantities at both locations;
  • verify the condition and suitability of the existing Monk Park supporting structure;
  • confirm the proposed layout and construction methodology for Attunga;
  • identify underground and overhead services before excavation or post installation;
  • provide current public liability insurance, workers compensation coverage and any required licences or competencies;
  • submit appropriate safe work documentation;
  • establish site controls to prevent public access during construction;
  • protect adjacent playing surfaces, rubber matting and Council assets;
  • coordinate access and construction timing with Council’s nominated representative;
  • maintain both sites in a safe and secure condition throughout the works; and
  • obtain approval before undertaking any work outside the accepted scope.

Any defects identified in the existing Monk Park posts, rails or supporting structure that are not included in the quoted chain-wire replacement must be reported to Council before additional work is undertaken.

Work Health and Safety

The contractor must complete the works in accordance with applicable NSW work health and safety requirements, relevant manufacturer installation instructions and accepted fencing industry practices.

Particular attention must be given to

  • isolation of the work areas from facility users;
  • manual handling of chain-wire rolls, posts and other materials;
  • control of sharp wire ends and metal offcuts;
  • safe use of power tools and tensioning equipment;
  • underground service identification before excavation;
  • protection of the Monk Park rubber matting;
  • secure storage of materials and equipment; and
  • removal of waste and loose fixings before reopening either site.

Inspection and Acceptance

Council’s nominated representative should inspect each site independently before accepting the works.

The completion inspection should confirm:

  • the chain wire is correctly aligned, secured and tensioned;
  • posts, rails, bracing and connections are stable;
  • concrete footings at Attunga are complete and sufficiently cured;
  • there are no exposed sharp edges or unsecured wire ends;
  • the Monk Park rubber matting has been reinstated without damage;
  • all waste, surplus materials and temporary controls have been removed; and
  • each facility is safe and fit for its intended use.

Practical completion should not be granted until identified defects have been rectified.
