The International Renaissance Foundation is inviting media editorial offices, media organisations, communication and media agencies, individual entrepreneurs, and consortiums to bid for a regional communications tender under the Impulse project. The selected contractors will produce and distribute independent journalistic content on community recovery, resilience, civil society, and local initiatives across 15 war-affected regions of Ukraine, with contracts covering four months of implementation plus a reporting period. What Is the Impulse Regional Communications Tender? The International Renaissance Foundation has announced a regional communications tender under its Impulse project to increase public awareness of community recovery and resilience initiatives in war-affected regions of Ukraine. The tender aims to showcase practical solutions, stories of change, and experiences generated by project grantees. It will also highlight the contribution of civil society organizations to local recovery and strengthen the visibility of community-led initiatives. The communications work will focus on socially important issues affecting communities during recovery, including: - Support and integration of internally displaced persons (IDPs). - Veteran reintegration. - Social entrepreneurship. - Community services. - Education. - Psychosocial support. - Ecological restoration. - Community recovery and resilience. - Civil society initiatives. - Local governance and social change. Which Regions Are Covered? The tender covers 15 regions of Ukraine, organized into seven lots:
- Lot 1: Kharkiv region.
- Lot 2: Odesa, Mykolaiv and Kherson regions.
- Lot 3: Kirovohrad, Dnipropetrovsk and Zaporizhzhia regions.
- Lot 4: Donetsk and Luhansk regions.
- Lot 5: Chernihiv and Sumy regions.
- Lot 6: Zhytomyr and Kyiv regions.
- Lot 7: Cherkasy and Poltava regions.
Applicants may submit bids for one or more lots, provided they meet the relevant requirements for the regions covered by those lots. What Is the Main Objective of the Tender? The communications tender is designed to turn project experiences into high-quality journalistic content that can inform communities and demonstrate successful approaches to recovery. The selected contractor will be expected to: - Identify compelling community recovery stories. - Highlight practical solutions developed by project grantees. - Demonstrate the impact of civil society initiatives. - Increase the visibility of local organizations and projects. - Produce content for regional audiences. - Promote constructive approaches to community resilience. - Reach audiences through registered regional media and social media channels. The emphasis is on independent journalism, rather than advertising or purely commissioned promotional content. What Types of Content Can Be Produced? The selected contractor may develop several journalistic formats, depending on the content strategy and specific stories.
Potential formats include:
- Reports. - Stories of change. - Video stories. - Interviews. - Analytical articles. - Other appropriate journalistic formats. Materials should be based on direct journalistic work rather than simply reproducing information supplied by project participants.
This may involve:
- Interviews with grantees. - Interviews with beneficiaries and stakeholders. - Expert comments. - Fieldwork. - Direct interaction with communities. - Independent research and verification. Who Is Eligible to Apply? The tender is open to several types of media and communications professionals.
Eligible participants include:
- Media editorial offices. - Media organizations. - Communication agencies. - Media agencies. - Individual entrepreneurs. - Consortiums. Applicants must demonstrate that they have the capacity and professional experience necessary to deliver regional journalistic content. Key Eligibility Requirements Applicants must meet several requirements related to their regional presence and journalistic activity.
They should:
- Conduct regular journalistic activities in at least one region covered by the relevant lot. - Have a confirmed regional audience. - Regularly cover socially important or regional issues. - Follow professional journalistic standards. - Follow applicable journalistic ethics. - Have no sanctions that would prevent participation. - Have no prohibited ties to the aggressor state. Experience covering the following topics is considered an advantage: - Community development. - Community recovery. - Local governance. - Civil society. - Human rights. - Social change. - Resilience and reconstruction. Who Is Not Eligible? Certain media and communications entities are excluded from the tender.
This includes media that:
- Are controlled by political parties. - Are controlled by public authorities. - Spread disinformation. - Promote hate speech. - Operate solely for advertising. - Primarily produce commissioned content rather than independent journalism. - Have prohibited links to the aggressor state. - Are subject to relevant sanctions. Applicants should carefully assess their ownership, editorial practices and operational status before submitting a bid. What Will the Selected Contractor Do? The successful contractor will be responsible for the complete regional communications process. Develop a Content Plan The contractor will create a content plan identifying: - Proposed topics. - Stories and initiatives to cover. - Target audiences. - Content formats. - Publication channels. - Timing and distribution approaches. Work With Project Grantees The contractor will communicate directly with project grantees to identify successful and meaningful initiatives. This may include selecting stories that demonstrate measurable community-level changes or innovative approaches to recovery.
