Formålet med anskaffelsen er å inngå en rammeavtale med en erfaren konsulent eller rådgiver i prosessledelse som, på vegne av og i tett samarbeid med oppdragsgiver (NGU), skal lede og fasilitere avklaringsfasen i prosjektutvikling frem til ferdigstillelse av en OFP-rapport (oppstart forprosjekt-rapport). Prosesslederen skal være en tydelig, strukturert og besluttsom fasilitator som sikrer fremdrift, involvering og forankring hos oppdragsgiver. Statsbygg vil ha ansvar for utarbeidelse av OFP-rapporten, men den anskaffede prosesslederen skal sikre en strukturert og involverende prosess internt hos oppdragsgiver og mellom relevante aktører, slik at nødvendige avklaringer, beslutninger og underlag foreligger for arbeidet med rapporten.
