Formålet med Rammeavtalen er å sikre at personell gjennomfører nødvendig sikkerhetsopplæring før tjeneste, oppdrag eller reise til områder preget av væpnet konflikt, ustabilitet eller forhøyet sikkerhetsrisiko.
