1 - INTRODUCTION ShelterBox is committed to working towards a future where no one goes without shelter. We work with disaster-affected communities to provide the emergency shelter, essential items and training needed to support families in the long process of rebuilding their lives. But we have our work cut out for us. In 2019 over 104 million people were forced from their homes by disaster and conflict. Some projections suggest that this figure will grow to 200 million within 10 years. ShelterBox is seeking to engage an external consultant to facilitate Accountability to Affected Populations for the Venezuela Earthquake Response 2026. 2- PURPOSE AND SCOPE OF WORK (SOW): ShelterBox seeks to engage an independent consultant to establish, operationalise, and support Accountability to Affected Populations (AAP) mechanisms for the Venezuela Earthquakes Response 2026. The consultant will provide technical expertise on Accountability to Affected Populations (AAP), Protection from Sexual Exploitation and Abuse (PSEA), Feedback and Complaints Response Mechanisms (FCRM), community engagement, and referral systems. The consultant will be responsible for the following deliverables: - PSEA Community Awareness and Sensitisation - Ensure affected population and project participants understand their rights and entitlements. - Establish Feedback and Complaints Response Mechanism (FCRM) - Design, establish and manage an accessible Feedback and Complaints Response Mechanism (FCRM), including clearly defined feedback channels, referral pathways, escalation procedures, and supporting documentation for ShelterBox-supported activities. - Develop and implement procedures for the identification, escalation, and confidential management of safeguarding, fraud, and other sensitive complaints in accordance with ShelterBox policies. - Referral Pathway Mapping and Coordination - Map relevant referral pathways and service providers, particularly for protection, child protection, GBV, health, WASH, and other specialised services. - Establish focal point with referral partners. - Facilitate referrals where appropriate and maintain confidential referral records. - Document Referrals - Support to MEAL Activities - Support community mobilisation for monitoring, evaluation, accountability, and learning (MEAL) activities. 3 - PROPOSED APPROACH TO THE WORK The consultant will be contracted as an independent service provider and will work under the overall direction of the ShelterBox MEAL Coordinator. ShelterBox will identify focal points for coordination, review of deliverables and approval of outputs. The consultant will determine the most appropriate methodology and workplan for delivering the agreed outputs while ensuring compliance with ShelterBox safeguarding, data protection and accountability requirements. As an independent consultant, the consultant will not be considered a ShelterBox employee and will be responsible for managing their own tax, insurance, and statutory obligations in accordance with local legislation. 4 - DELIVERABLES The consultant will be expected to produce the following deliverables: - Inception note and detailed workplan - Within 1 week of contract commencement - Referral pathway mapping report - Week 2 - PSEA sensitisation plan and materials - Week 2 - FCRM design package, including SOPs, tools and reporting templates - Week 2 - Evidence of PSEA and FCRM awareness sessions (attendance records and session reports) - Ongoing - FCRM database and analysis reports - TBC - Referral tracking log and summary report - Monthly - Final consultancy report summarising achievements, findings, lessons learned, and recommendations - End of assignment 5 - PROPOSED TIMELINE Project Start - 21/09/2026 Project End - 20/12/2026 6 - EXPERTISE & EXPERIENCE
The consultant should demonstrate:
Essential - Demonstrated experience in Accountability to Affected Populations (AAP) within humanitarian responses. - Experience designing and managing Feedback and Complaints Response Mechanisms (FCRM). - Experience delivering PSEA awareness and training activities. - Strong understanding of safeguarding, survivor-centred approaches, and confidentiality principles. - Experience with community engagement and participatory approaches. - Knowledge of Core Humanitarian Standard (CHS) commitments and humanitarian accountability frameworks. - Experience coordinating with humanitarian agencies, government entities, and community stakeholders. - Fluent Spanish language skills and working proficiency in English. - Legal registration and authorisation to provide consultancy services in Venezuela.
