2nd Rapid Assessment of Citizen-Centric & Inclusive Governance & Public Service

UNDP in Viet Nam is looking for a National research institution/ national research-based consulting firm/ local government organization for Second Rapid Assessment of Citizen-Centric and Inclusive Governance and Public Service Delivery in the New Two-Tier Local Government System in Viet Nam.

Duty Stati on: Ha Noi (for Quantitative Survey) and two provinces adjacent to Ha Noi (for Qualitative Research)

Assignment duration: September 2026 - February 2027

Objectives

• To assess, from the perspective of citizens/users and civil servants/public official (suppliers) the performance of provincial and commune local governments in being responsive and accountable and delivering public services to citizens after the 1 st of July 2025 administrative reforms and,
• To generate data-driven recommendations for policymakers and practitioners to enhance the implementation and effectiveness of the new governance structure based on one year of experience in its operation with the aim to improve citizen-centric and inclusive governance and public service delivery in line with the principle of leaving no-one behind.
