De Gemeente Dordrecht (hierna: de aanbesteder), organiseert een aanbesteding volgens de Europese niet-openbare procedure (aanbesteding met voorafgaande selectie) om te komen tot het contracteren van een architect ten behoeve van het ontwerp en uitvoeringsbegeleiding[Jv1.1] van de restauratie van de Toren van de Grote Kerk in Dordrecht (hierna: de opdracht), gedefinieerd als:

‘Op basis van het concept ontwerpdossier het opstellen van een concept bestek en aansluitend het uitvoeren van het gehele ontwerptraject in bouwteamverband met als eindresultaat een definitief technisch ontwerp/bestek incl. tekeningen en benodigde ontwerpbijlagen alsmede de architectonische uitvoeringsbegeleiding tijdens de uitvoeringsfase’.
