How they buy

Procurement in the UAE is split between federal entities and each emirate's own system, with Abu Dhabi and Dubai operating separate platforms and large government-related entities buying independently. The federal Ministry of Finance publishes federal opportunities, while much of the significant work sits with emirate-level authorities, utilities and free-zone bodies.

What qualifies you

Supplier registration with the relevant entity is normally a precondition, and many categories require a local trade licence and, outside the free zones, a local partner or agent. Bid and performance guarantees are usually required from a UAE-licensed bank. Because the systems are separate, registration with one authority does not carry across to another.

Energy and power tenders include solar and wind projects, transmission and distribution works, substations, metering and energy-efficiency programmes. Many are capital-intensive and reward demonstrated technical capacity and financial strength. Review grid-connection standards, commissioning milestones and any long-term operations or power-purchase terms attached to the contract.
